    Vacation & Sick Leave

    At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally, employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service).

    Holidays

    The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.

    Retirement
    This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12%, per fiscal year.

    Primary Duties and Responsibilities

    GENERAL PURPOSE: Under general supervision, this position provides coordinating oversight and day-to-day management of the City’s transit program and supervision of transit staff. The transit system provides the transportation of passengers within the City’s area of responsibility, generally coincident with the City limits, on passenger-initiated or “demand response” routes.

    PRIMARY DUTIES AND RESPONSIBILITIES:

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
    • Provides direct supervision of transit program staff, including identification of training needs and opportunities.
    • Oversees a variety of transit-related contracts; reviews and monitors contractor compliance and performance by reviewing technical reports, conducting surveys, and reviewing operations.
    • Prepares and administers transit-related programs and grants; coordinates with outside agencies; monitors and documents grant milestones; ensures proper expenditure posting; submits required reports and documentation.
    • Retrieves data and prepare reports
    • Schedules, attends, and assists with transit-related meetings.
    • As needed, performs the duties of Transit Driver as delineated in the job description for that classification.
    • As needed, performs the duties of the transit scheduler, taking calls for service and arranging transport with Transit Drivers.
    • Ensures transit system compliance with local, State, and Federal rules, regulations, and laws; coordinates with outside firms conducting transit system audits and inspections.
    • Manages operations and maintenance contracts for transit facilities; coordinates lifecycle program for transit assets, maintains transit asset inventory, reviews materials for transit service changes and coordinates distribution of material; coordinates approval of transit service agreements, and gathers data for department performance measures.
    • Conducts research and analysis on a variety of transit-related issues and topics; documents findings and justifies recommendations.
    • Collaborates with internal and external resources on comprehensive outreach, marketing, and promotional programs; manages any discount programs; collaborates in the preparation and review of various marketing and outreach materials in various formats.
    • Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for transit program costs; monitors and controls expenditures.
    • Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints including staff training and discipline.
    • Oversees transit procurements and services; ensures compliance with local, State, and Federal procurement laws, regulations, and best practices.
    • Builds and maintains positive working relationships with co-workers and the public using principles of good customer service.
    • Performs other duties as assigned or required.


    Minimum Qualifications & Position Requirements

    Education and Experience: Bachelor’s Degree in related field and three (3) years’ experience in transportation planning, operations, or administration, including one (1) year of lead or supervisory experience; OR an equivalent combination of education and experience.

    Necessary Knowledge, Skills, and Abilities:

    Knowledge of:
    • City policies and procedures.
    • Principles and practices of public transportation.
    • Principles and practices of budget monitoring.
    • Principles and practices of grant preparation and administration.
    • Principles and practices of governmental procurement.
    • Principles of record keeping and records management
    • Pertinent Federal, State, and local laws, codes, and regulations relating to transit operations.
    • Modern office procedures, methods, equipment, and computer applications including the selected transit management software in use.

    Skill in:
    • Working and interacting effectively with people of diverse backgrounds.
    • Promoting and enforcing safe work practices.

    Ability to:
    • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
    • Provide quality customer service.
    • Interpret and explain pertinent City and department policies and procedures.
    • Keep current with modern transit trends.
    • Research and analyze program administration problems; make sound policy and procedural recommendations.
    • Assist in the preparation and administration of grants.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish and maintain positive, effective working relationships with those contacted in the performance of work.

    12-Month Goals:
    • Create Standard Operation Procedure daily vehicle safety check list
    • Design and implement a driver and dispatcher training program focused on safety and customers
    • Work with a software company to establish automated performance dashboards for on-time performance, ridership trends, and maintenance needs.


    Additional Information

    Special Requirements: Possession of a valid Arizona Driver’s License. Ability to obtain and maintain First Aid, CPR and Level One Fingerprint Clearance Card within two (2) months of hire date. Medical certification of ability to perform job duties may be required at time of hire and every 2 years after placement in position.
    Days of Week Worked: Monday-Friday, Weekends & Holidays may be required

    Physical Demands/Work Environment: Work is performed outdoors and in City facilities. Must be able to lift up to 50 pounds unassisted; 2 people lifting of 51 - 100 pounds. Position may require driving 12-passenger minibus, assisting passengers entering/exiting bus and loading/unloading equipment (i.e. passenger personal items, walkers, etc.).
