Vacation & Sick Leave At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally,
employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service). Holidays The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.
Retirement This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12%, per fiscal year.
Primary Duties and ResponsibilitiesGENERAL PURPOSE: Under general supervision, supervises staff and coordinates the activities of a City recreation program.
PRIMARY DUTIES AND RESPONSIBILITIES: The following duties

- Coordinates the operations of a City recreation program; including adult and children’s programs, special events, youth and/or adult activities, aquatics and sports programs or leagues. Oversees recreation facilities, aquatics facility and programs held within.
- Assists with the development of various forms of communication including social media, advertisements, department brochures, newsletters, press releases and websites.
- Assists in the development of alternate funding sources; researches, writes, and administers grants; seeks and fulfills program sponsorships.
- Plans, organizes, promotes and evaluates special events, alternative activities, and special programs suited to the needs of participants and potential participants, including at-risk teens and special populations with both mental and physical disabilities.
- Supervises and trains staff; prioritizes and assigns tasks; prepares work schedules; develops staff skills and conducts performance evaluations; provides direction and guidance in technical and procedural issues.
- Monitors recreation program operations, budget and expenses to identify and resolve problems and priorities.
- Promotes, organizes and stimulates good relationships with neighborhood and community groups and other agencies; interprets and explains City programs and philosophies to groups and individuals, committees, staff and volunteers.
- Communicates with general public, City departments, other agencies, vendors, contractors and others in order to administer and coordinate program and facility operations and special events.
- Reviews and evaluates the effectiveness of recreation programs and services in the community and coordinates with local and regional organizations to develop plans to meet the community’s needs.
- Prepares operational, statistical, financial and analytical reports on recreation programs, facilities and special events; collects and summarizes statistical data for reports.
- Performs other duties as assigned or required.
Minimum Qualifications & Position RequirementsEducation and Experience: Bachelor’s Degree in Recreation, Public Administration or related field and three (3) years recreation program experience including one (1) year of lead or supervisory experience; OR an equivalent combination of education and experience.
Necessary Knowledge, Skills and Abilities:Knowledge of: - City policies and procedures.
- Basic principles of supervision and training.
- Principles and practices for management of recreation programs.
- Laws, ordinances, policies, rules and regulations governing the conduct and safety of persons using municipal recreational facilities, programs and equipment.
- Principles of records management and program management.
Skill in: - Interpreting and applying City policies and procedures.
- Inspiring confidence and enthusiasm and working effectively with various groups and special populations.
- Establishing and maintaining cooperative working relationships with citizen groups, outside organizations and other government agencies and City departments.
- Promoting and enforcing safe work practices.
- Operating a personal computer utilizing a variety of business software.
- Following and effectively communicating verbal and written instructions.
12-Month Goals:- Utilize Recreation Management Software
- Gain proficiency in Makeshift and Vermont Systems REC Trac for scheduling, registrations, and reporting
- Use software to track program participation, aquatic rentals, admission, and financials
- Evaluate registration system, communication platforms for staff, coaches and participants for sports and aquatics to reduce administrative inefficiencies
- Monitor Budgets and Financial Reporting
- Track and manage expenditure for all youth/adult sports programs, Special Olympics and aquatic programming
- Prepare accurate program wrap up reports at the conclusion of each season ensuring financial sustainability
- Responsible for the overall creation and execution of staff development, certifications and trainings for all sports and aquatics staff
- Obtain Starguard Instructor certification and lead lifeguard and/or instructor classes for seasonal staff to be certified
- Design and implement youth sports officiating training program to equip all youth sports staff with the necessary tools to be successful while officiating.
Additional InformationSpecial Requirements: Possession of a Valid Arizona Driver’s License; First Aid and CPR Certifications. Additional certifications may be required depending on the programs involved with, such as: American Red Cross, Ellis or Starguard Lifeguard Training, Certified Aquatic Facility Operator, and Starfish Instructor or Water Safety Instructor.
Days of Week Worked: Monday-Friday, Weekends & Holidays may be required
Physical Demands / Work Environment: Work is performed outdoors and in recreation facilities.
Reports To: Recreation Superintendent
Supervision Exercised: Recreation staff, instructors and volunteers.
