    About the Department

    The City of San José Housing Department is a leader in the production of affordable housing. Its mission is to strengthen and to revitalize our community through housing and community development programs. The Housing Department has an operating budget of approximately $119 million annually and 112 employees, the department administers multiple local, state, and federal funds.     Position Duties

    The City of San José Housing Department is seeking a talented, energetic, and experienced individual to serve as a full-time Senior Development Officer with its Asset Management Program overseeing multifamily and single-family portfolios. This key leadership role will oversee a portfolio of over 22,000 affordable housing units and ensure long-term financial and physical sustainability of the City’s investments in affordable housing. The selected candidate will lead a talented team responsible for monitoring compliance, evaluating financial and operational performance, and guiding reinvestment and repositioning strategies.

    Salary range for this classification is $140,846.16 - $171,509.52 annually. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

    An ideal candidate for this position will be a collaborative and innovative leader with excellent interpersonal skills, as well as possessing a strong work ethic and commitment to customer service. In addition, they will possess knowledge in training, mentoring, and motivating a diverse workforce. They will need expertise in Limited Partnership exits, property ownership transfers, loan restructurings, refinancing, and re-syndications with tax exempt bond issuance.

    Key responsibilities for this position include but not limited to:
    • Lead the planning and implementation of asset management strategies to protect and optimize the City’s affordable housing portfolio.
    • Oversee long-term compliance and health of the portfolio, including affordability restrictions, physical condition, and financial viability.
    • Develop, implement, and update policies and procedures that support the City’s asset management goals.
    • Understand and ensure compliance with CDLAC//TCAC and other Federal, State and local regulations and policies and reporting requirements.
    • Coordinate with developers, property managers, finance agencies, legal counsel, and other City departments to ensure responsible management and high standards of accountability and performance of City-assisted properties.
    • Evaluate portfolio performance and risk to make projections of loan repayments and capital events; evaluate past and future financial performance of operating properties, including net cash flow, regulatory compliance, and property and supportive services management.
    • Review and approve development transfers, capital and operating budgets, income and rent requirements, property management plans changes, reserve withdrawal requests or repayment requirements on affordable housing projects.
    • Administer the existing Single-Family Homebuyer Program, including overseeing the processing of borrower payments, coordinating payoff and reconveyance requests, and ensuring compliance with program guidelines and regulatory requirements.
    • Supervises professional staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and, making hiring, termination, and disciplinary recommendations and any other recommendations related to the change in status of employees.
    • Performs other related work as required.


    Minimum Qualifications

    Education: Bachelor’s Degree from an accredited college or university in Finance, Business Administration, Planning, Housing, Economics, Public Administration, Political Science, Sociology or related field.

    Experience: Five (5) years of increasingly responsible professional level, directly related work experience, including two (2) years of supervisory experience.

    Acceptable Substitution: Additional related experience may be substituted for the education requirement on a year-for-year basis.

    Required Licensing: Possession of a valid State of California driver's license.
    Form 700 Requirement: This position requires a disclosure of outside investments, real property interest, income, and business positions. You must complete and file an “Assuming Office Form 700” with the City Clerk’s Office within the first 30 days of employment with the office.

    Desirable Qualifications
    • Experience in commercial lending, housing principles, policies, practices, and in support of housing development is highly desirable.
    • Experience in loan portfolio management, financial performance risk assessment and underwriting.
    • Proficiency in data dashboards, or financial modeling tools.

    • Supervision - Sets effective long and short-term goals based on a good understanding of management practices; establishes realistic priorities within available resources; provides motivational support; empowers others; assigns decision-making and work functions to others in an appropriate manner to maximize organizational and individual effectiveness.
    • Initiative - Exhibits resourceful behaviors toward meeting job objectives; anticipates problems, is proactive, and avoids difficulties by planning ahead; displays willingness to assume extra responsibility and challenges; pursues continuing education opportunities that promotes job performance.
