    ABOUT THE POSITION

    The Clark County Public Works Department is seeking qualified candidates for the Manager Design Engineering position. This position is responsible for overseeing engineering projects and managing the activities of the Design Engineering Division. This role manages the workflow, sets objectives and guidelines, organizes schedules, handles issues and concerns, and ensures the engineers develop designs according to project needs.

    THIS POSTING REFLECTS THE SALARY SCHEDULE THAT WILL BE REVISED DUE TO PENDING INCREASES AND DECREASES. AT THIS TIME, WE DO NOT HAVE THE FINAL FIGURES.
    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

    MINIMUM REQUIREMENTS

    Education and Experience: Bachelor's Degree in an appropriate engineering field and five (5) years of full-time experience in design and project management, two (2) years of which were in a supervisory/management role.

    Licensing and Certification: Must possess a valid Nevada Class C driver's license at time of appointment. Must possess valid registration as a professional engineer in the State of Nevada. If registered in another state within one (1) year of the date of hire.

    Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

    Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

    EXAMPLES OF DUTIES

    • Plans, organizes, assigns, supervises, reviews and evaluates the work of professional in-house and contract engineering, right-of-way, improvement district and technical support staff, normally through subordinate supervision.
    • Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required.
    • Develops and implements goals, objectives, policies, procedures and work standards for the division; prepares and administers the division's budget.
    • Identifies availability of and makes application for funds for engineering, right-of-way acquisition and capital improvement projects.
    • Participates in long- and short-term departmental planning and policy formation.
    • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
    • Oversees the conduct of feasibility and cost studies; directs the development of engineering solutions to problems related to such areas as bridges, storm or sanitary sewers, roadways, water systems, flood control and other County facility design and retrofitting; recommends alternative approaches, including the use of contract services and the incorporation of new methods and materials.
    • Directs the preparation of project designs, cost estimates, specifications and project schedules.
    • Prepares requests for proposal and contract specifications for design and engineering services; participates in the selection of contractors and administers professional service contracts; negotiates service parameters and fees as required.
    • Maintains liaison with other County departments, various utility, governmental agency and County departmental staff; ensures that building codes are met in assigned projects.
    • Coordinates with contract administrators, architects, engineers and construction contractors; schedules projects; provides technical advice and may inspect work in progress to ensure that all work complies with contract specifications and applicable codes and standards.
    • Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence.
    • Drives a personal or County motor vehicle to attend meetings and visit various County project sites.
    • Monitors developments in equipment, materials and techniques in the engineering design and construction field; gathers information, develops alternatives and makes recommendations.


    PHYSICAL DEMANDS

    Mobility to work in a typical office setting, use standard office equipment and to drive a motor vehicle in order to visit project sites; strength and stamina to inspect various construction projects and facilities; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
