    Job Description

    Location : Central Office - 123 Robert S Kerr Avenue

    Salary : Up to $56,864.56, based on education and experience

    Full Time /Part Time : Full time

    Work Schedule : Monday-Friday

    Primary Hours : 8am-5pm

    Position Description:

    A Program Field Representative - Grievance serves as liaison between the state or area office of a large agency and field offices which are involved in the delivery of social services on a statewide basis. Duties include acting as program liaison between foster parents and Child Welfare field office staff. Duties include managing logistics for foster parent grievance program and assisting with monthly online foster parent training program.

    Position Responsibilities/Essential Functions:
    • Regularly serves as the program’s primary point of contact with foster parents and Child Welfare field office staff responsible for drafting proposed resolutions.
    • Educates foster parents and staff about program processes. Ensure that all necessary steps are timely and conform with relevant protocols, rules, and statutes.
    • Regularly conducts fact-finding reviews of agency records and public information sources in connection with individual grievances. Determines underlying causes of grievance issues and ascertains foster parent preferences regarding grievance resolutions. Reports these findings to Child Welfare field office staff.
    • Regularly counsels individual foster parents on how to work effectively as members of the child welfare team. Educates foster parents on child welfare processes relevant to issues raised in individual grievances.
    • Manages grievance data and prepares reports for quarterly meetings with agency partners.
    • Advises administration of unusual occurrences or immediate trends apparent in grievance filings.
    • Manages logistics for online foster parent training program. Prepares necessary marketing materials, online environments, and registration portals. Maintains records of attendance and ensures foster parents receive documentation of training credit.
    • Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.
    • Works effectively in team environment, participating and assisting their peers.
    • Being present in the office is an essential function of this job
    • Other duties as assigned

    Minimum Qualifications:

    Education and Experience

    Education and experience at this level consists of a master’s degree and three years of professional experience in social work, child welfare, early childhood development and education, guidance and counseling, public administration, or juvenile justice; or an equivalent combination of education and experience, substituting one year of additional qualifying experience for each year of the required education . Preference will be given to applicants with previous foster parent experience.

    Knowledge, Skills and Abilities required at this level include knowledge of agency policies and procedures; of all state and federal legislation related to assigned agency programs; of sound methods of community organization and planning; and of current social and economic problems. Ability is required to evaluate grievances; to communicate effectively, both orally and in writing; and to interpret and apply policy material.

    Physical Demands and Work Environment:

    Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. While performing the duties of the job, employees are required to talk, stand, walk, and reach with hands and arms; carry light items; drive an automobile. This position requires long periods of sitting and daily use of computers and phones. Applicants must be willing to perform all job-related travel associated with this position. Occasionally, in state overnight and weekend travel may be required. Being present at the office is an essential function of the job
