    The Job

    The Office of Emergency Services (OES) is recruiting for a Public Relations/Community Outreach Coordinator. This position is responsible for planning, coordinating, and leading the department’s public information, media relations, and community engagement strategies. Key duties include aligning outreach initiatives with the department’s mission, operational goals, and strategic plan; developing and executing targeted communication campaigns to promote emergency preparedness, response, and recovery efforts; and organizing public education events and initiatives that foster resilience and community readiness. The role requires close coordination with various County Public Information Officers and key stakeholders to ensure consistent messaging and broad dissemination of critical information. The incumbent will supervise assigned communications staff, establish and enforce policies and procedures governing public information and media engagement, and manage sensitive and high-profile incidents requiring a high degree of independent judgment and discretion. Additional responsibilities include serving as the department spokesperson, providing timely and accurate information to the media, public, and community organizations; preparing leadership for media engagements; and overseeing the development and release of content across print, broadcast, digital, and social media platforms.

    The Office of Emergency Services (County OES) is responsible for countywide emergency planning, mitigation, response and recovery activities. The OES works with all County departments and 24 cities, and many non-government organizations. In the event of an emergency, the OES manages the County's Emergency Operations Center (EOC) and coordinates the County's disaster response with local, state and federal governments. The Director of Emergency Services oversees the day-to-day administration of the County's disaster preparedness and response program and development of the County's Emergency Operations Plan. One of the primary functions is to ensure that the EOC is in a constant state of readiness.

    CONDITIONS OF EMPLOYMENT

    Travel : A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

    Work Schedule : In order to meet the business service needs of the public that we serve during emergency activation, these positions may be required to work extended hours including nights, weekends, holidays and may work substantial overtime as needed and during emergency activation.

    Minimum Requirements

    Education: A Bachelor's degree in English, Journalism, Business/Public Administration, Marketing, Public Relations, Mass Communications, or other related field.

    AND

    Experience: Three (3) years of experience with primary responsibility for organizing, coordinating, and overseeing outreach projects and programs to provide the public with information to promote an organization's events and activities. The experience must have included writing and editing brochures, newsletters, news releases, press releases, promotional materials for internal and external publications, and/or creating and managing content for a variety of social media platforms. Experience must also include one year of lead or full scope supervisory experience over a support services staff.

    Desired Qualifications

    The ideal candidate will have:
    • One year of full scope supervisory experience over a support services staff.
    • Extensive experience in social media.
    • Previous experience advising high level executives in public relations matters.
