    Position Description

    POSITION DESCRIPTION
    Natividad is seeking to fill a permanent, full time PACS Administrator (HSA II). This incumbent fully experienced journey-level classification, performing the full scope of and software application programming and analysis work with minimal supervision, including design and program development tasks. This incumbent researches, accesses, develops, evaluates, and modifies, documents, implements and trains on complex software applications.

    Examples of Duties

    THE SIGNIFICANT DUTIES OF THE POSITION ARE AS FOLLOWS:
    • Serves as a point of contact and liaison with IT for all Radiology technology matters
    • Works with Radiology department leadership to develop guidelines for system design and usage that reflects hospital industry best practices.
    • Responsible for open communication between DI and IT (CIO) as it relates goals, projects and objectives that require resources, equipment moves, scheduled downtime maintenance of radiology information systems.
    • Monitors PACS system performance and reports any anomalies or performance degradation to Radiology department leadership.
    • Assists the IT department with the development, testing and implementation of baseline and threshold automated alerts of anomalous conditions.
    • Coordinates repairs and/or replacements of radiology workstation and peripherals with the IT department and vendors.
    • Provides general directions and information to Radiology department leadership on system design and workstation setup.
    • Keeps abreast of all Radiology systems required maintenance and vendor-provided upgrades, hotfixes and/or security patches and notifies the IT and Radiology department of their availability. Coordinates and schedules downtime.
    • Monitors and reports on PACS and other application utilization in context with contractual licensing thresholds.
    • Participates in compliance or accreditation related activities, when requested to.
    • Receives reports from IT department and assist with interpretation.
    • Assists with the coordination of vendors in all phases of installation and implementation of new systems.
    • Assists with the coordination and communication of all changes, upgrades and downtime of PACS with the Radiology Reading Group.
    • SME (Subject Matter Expert) related to all current software/hardware maintenance support contract with all Natividad vendors.


    Examples of Experience/Education/Training

    THE IDEAL CANDIDATE
    Will have proven track record demonstrating his/her knowledge of :
    • Typical financial and clinical applications; Medical transcription processes and applications; Principles, practices, and current trends in hospital/clinical organization, administration, operations and structure; Principles, methods, and techniques used in developing software programs and designing systems; Requirements of the Patient Safety Act and HIPAA, and EMTALA (Emergency Medical Treatment and Active Labor Act), as related to clinical information systems and data; Principles and techniques of file management, data flow/structure, system flow/control, decision tables, and data dependencies; Basic methods and techniques used in the analysis, design, development, and implementation of computer application programs and operational systems.
    Will have the skills and ability to:
    • Multitask; balance multiple, conflicting priorities; Analyze complex procedures and data, define problems, develop logical conclusions and recommend effective alternative solutions; Develop plans and achieve objectives; design and interpret diagrams representing computer processes; Code, test and implement applications; Gather and analyze data, reason logically, draw valid conclusions, and make appropriate recommendations; Design new and revise existing applications; apply electronic data processing principles and techniques in developing software, procedures, and programs.

    EXAMPLES OF EXPERIENCE/EDUCATION/TRAINING:
    A typical way to acquire the knowledge, skills and abilities listed above is:

    Education: Bachelor’s degree in information systems or related field;
    AND
    Experience: One to three years’ experience (depending on level) in systems analysis or computer programming in a healthcare environment. One to two years of progressively responsible analytical experience performing a variety of information technology systems analysis, design, development, installation, implementation, or technical support duties in connection with information technology systems, healthcare related computer systems or analysis of operational methods and designing information technology systems to meet desired results in the healthcare environment.

    Previous experience in Radiology Informatics Systems and Picture Archiving Communication Systems, preferably in Meditech and Change Health Care applications, is desirable. Additionally, must have experience utilizing, installing, monitoring, and implementing software applications related to imaging. A working knowledge of the diagnostic imaging workflow is necessary to be successful in this role.

    CONDITIONS OF EMPLOYMENT
    • Natividad requires that all incumbents pass a pre-employment physical/medical assessment.
    • Natividad will conduct a thorough background and reference check process which includes a Department of Justice fingerprint check.
    • Employees who drive on County business to carry out job related duties must possess a valid CA Driver License for the class vehicle driven.
    • Employees must have and show their original Social Security Card and a valid CA Driver License or CA State ID prior to the first day of work.
    • Incumbents may be required to work all shifts, including weekends and holidays;
    • Incumbents may be required to work with potentially hazardous and infectious substances.
