    Education and Experience : A Bachelor's degree, or higher, in Engineering, Architecture, Construction Management, Public or Business Administration, or a related field, and three (3) years of experience in managing construction projects, architecture/engineering design work, construction administration work or project administration experience including one (1) year of supervisory or lead work experience.

    Licenses and Certificates : Texas Class "C" Driver's License or equivalent from another state.

    General Purpose

    Under general direction, responsible for the coordination and implementation of various utility capital projects.

    Typical Duties

    Coordinate and implement various utility capital projects to ensure projects are executed in full compliance with city, state, and federal policies, procedures, rules and regulations. Involves: Plan, organize and direct work assignments of staff involved in capital projects or in the provision of utility services. Develop strategies and logistics to ensure efficient use of workforce, equipment, and material resources. Manage resources including staff, costs, equipment, contracts, and materials to deliver projects within the approved budget, operating policies, procedures, grant provisions and applicable legislation. Identify time frames, methods for accomplishing the projects, and allotment of available resources to various phases of the projects. Ensure project requirements and deadlines are met. Examine, recommend, and implement efficiencies to delivery methods to improve services and align with industry established best practices. Ensure compliance with codes, standards, and design, operation, and maintenance requirements.

    Develop cost benefits analysis for current and proposed projects. Involves: Assist with capital and operating budgets. Track budget expenditures and analyze project budget reports to calculate project expenses and identify excessive expenditures. Discuss budget issues with project team in order to resolve budget overruns and erroneous data. Examine cost estimates and compare to original budget. Direct personnel assigned to projects as required for project implementation and provide input to supervisors on performance of individuals while assigned to projects.

    Represent the department and provide technical support, information and guidance to outside agencies including but not limited to state, federal and utility companies. Involves: Act as the liaison between the Utility and outside agencies such as state, federal and utility companies in relation to capital projects and utility services. Respond to requests for information on capital projects. Prepare comprehensive documents and reports on capital projects. Coordinate, prepare and present information and materials to the Utility Board or other city related meetings. Prepare and make presentations to civic and business organizations on capital improvement projects and efforts. Participate in a variety of projects in support of the department. Participate in gathering and evaluating data used in responses to requests for information/proposals and other projects. Act as a liaison and expeditor between various government agencies and departments and private business, industry, and development representatives.

    Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
