    CAREER DESCRIPTION

    PROJECT MANAGER

    (Law Enforcement)

    In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is open to the public and will remain open on a continuous basis for a minimum of five (5) business days, until the needs of the Department are met. Qualified applicants are encouraged to apply immediately.

    POSITION/RECRUITMENT INFORMATION
    This recruitment is being held to establish an Open Eligible List to fill vacancies in this class until the next recruitment. The eligible list established may also be used to fill positions in similar and/or lower classifications.

    THE OPPORTUNITY
    The Project Manager is the journey level classification in the Project Manager occupational series with a focus on vertical construction and building-related projects. This position independently manages one or more planning, capital improvement, design, and construction projects from inception to conclusion that are typically of moderate complexity. Project Managers oversee diverse project teams composed of internal and/or contracted staff from a broad range of disciplines including engineering, landscape architecture, architecture, construction management, and the skilled trades as well as government officials and members of non-government organizations. Projects assigned to this level of Project Manager may have major financial or operational impact on key business units and county objectives.

    THE DIVISION

    The Research and Development Division (R&D) supports the department’s mission by developing and maximizing resources necessary to advance law enforcement objectives and department goals through cost effective, innovative opportunities and partnerships. The division facilitates department-wide construction and maintenance for sheriff’s facilities, manages fleet vehicles, provides grant writing and assistance, procures available state and federal equipment, inventories and issues department equipment, processes uniform needs and conducts research and special projects without compromise to quality, safety or service.

    JOB DUTIES

    The ideal candidate is an experienced Project Manager who has worked on planning, capital improvement, design, and construction projects. A Project Management certificate from an accredited university/school with curriculum derived from the Project Management Body of Knowledge (PMBOK) developed by the Project Management Institute is desirable, but not required.

    In addition, the most successful candidates will possess a combination of education and experience that demonstrates the core competencies of the position. This includes but is not limited to:

    Leadership Skills

    Ability to manage project scope, schedule, and budget and provide recommendations as needed.

    • Ability to lead project team and coordinate with stakeholders from project concept to completion. Assist executive management in developing departmental business objectives and specific project strategies.

    • Provide leadership and guidance to internal and contracted staff to achieve project and developmental goals that are aligned with overall business objectives.

    • Understand and address stakeholders needs within the guidelines of policy.

    • Ability to make well-informed and objective decisions by perceiving the impact and implications of the decisions in a professional ethical framework.

    Technical Expertise

    Knowledge and application of principles of architectural/engineering design and construction practices in multiple disciplines such as architectural, civil, structural, electrical, plumbing, mechanical and heating, ventilating and air conditioning.

    • Ability to prepare and review cost estimations for capital projects, tenant improvements, and maintenance and repair projects.

    • Knowledge of California Public Contracting Code, uniform building codes, Cal-OSHA building construction regulations, Federal, State and local codes and regulations and other pertinent safety rules and regulations.

    • Ability to apply Project Management industry standards and practices in the areas of project planning, coordinating, budget management, scheduling and monitoring.

    • Knowledge and application of construction methods and techniques for wood, steel, masonry and reinforced concrete buildings.

    • Knowledge and literacy in the use of project management application software.

    Analysis and Problem Solving

    • Ability to understand, interpret and enforce compliance with plans, specifications schedules and contract provisions.

    • Ability to recognize and anticipate problems of project scope, budget, schedule, and plans and specifications and determine necessary changes.

    • Ability to perform calculations necessary to determine quantities and prepare estimates.

    • Ability to establish and maintain effective working relationships with internal and external staff, contractors, and representatives of other agencies and departments.

    • Ability to research, evaluate, estimate and accurately interpret and apply technical data and policy information to solve problems and/or make recommendations to management.

    Planning and Organization

    • Plan and organize work effectively to ensure that assignments are on schedule.

    • Complete assignments on time and within budget and policy.

    • Ability to manage multiple projects at one time.

    • Ability to manage changing and competing priorities.

    Active Communication and Writing Skills

    Initiating documentation to start the Agenda Staff Report process for projects requiring Board of Supervisors approval.

    • Ability to build consensus and negotiate with public and private parties.

    • Ability to present ideas in a clear, logical and concise manner.

    • Communicate in an effective manner to individuals and/or groups with diverse interests including contractors and departmental representatives.

    DESIRABLE QUALIFICATIONS
    • A bachelor’s degree in engineering, architecture, design, construction management or a similar field
    • Possession of a certificate from an accredited college in Project Management
    • At least six (6) years’ experience in construction or design industry

    Education and Experience
    Option 1

    Two (2) years of experience as an Associate Project Manager with the County of Orange.

    Option 2

    Six (6) years of experience in project planning and development, and/or design and construction management of vertical construction projects, civil/public works, or maintenance projects.

    Graduation from an accredited college with a Bachelor’s degree or higher in architecture, engineering, construction technology, construction management, design or construction of civil/public works can be substituted up to one (1) year of experience for Option 1 or up to two (2) years of experience for Option 2.

    License/Certification
    Possession of a valid California driver’s license, Class C or higher, by date of appointment, which must be maintained throughout employment.

    Physical and Mental Requirements:

    Possess vision sufficient to read standard text, blueprints and a computer monitor and to drive a vehicle; speak and hear well enough to communicate clearly and understandably in person to individuals and groups and over the telephone; possess body mobility sufficient to frequently walk over uneven terrain and to stand, sit, bend, stoop, twist at the waist and frequently turn the neck up and down and side to side; possess manual dexterity to operate keyboards and write. Some assignments require ability to lift 30 pounds and climb stairs and ladders.

    Possess the ability to independently and logically reason to analyze data, reach conclusions and make recommendations and decisions; possess the ability to remain calm and appropriately focused in difficult interpersonal situations involving diverse interests, conflict and firm deadlines.

    Environmental and Working Conditions:

    Positions may be assigned to office setting and/or construction sites with dust, dirt, uneven terrain, loud noises, mud and inclement weather. May be required to work extended hours including evenings and weekends. Some assignments may require position to conduct field visits and/or site assessments in wilderness areas or undeveloped sites requiring strenuous walking on uneven terrain. May travel to locations within the County on a frequent basis, including correctional facilities.

    SPECIAL QUALIFICATIONS

    Applicants must not have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner.

    Background screening includes completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credentials Evaluation Services (N.A.C.E.S.).

    Sheriff Human Resources screens all applications to identify the most qualified candidates for the position based on the skills required to meet the needs of the Department. After the initial screening, the qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.

    SELECTION PROCEDURES

    Structured Oral Panel Interview (Weighted 100%):
    Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate's rating will be based on responses to a series of questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

    Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

    ELIGIBLE LIST
    After all procedures have been completed, Sheriff Human Resources will establish an eligible list of qualified candidates.
