    This Finance Officer I position provides financial services to the Assessor, County Clerk-Recorder.

    The Assessor's office has the responsibility to locate all taxable property in the County and identify ownership. This office establishes value for all taxable property and applies all legal exemptions to the property. We are committed to establishing accurate and fair assessed property values and to assisting property owners and the public at large.

    The general function of the County Clerk's office is to review various types of documents prior to their issuance, filing and/or registration in order to make sure that they are in compliance with the California codes and State statutes.

    The general function of the Recorder’s office is to record real property documents and act as the public repository of these recorded documents where information is kept permanently for research purposes and the issuance of certified copies used to determine the history and ownership of a given piece of property and for other real estate transactions.

    The Finance Manager I administers or performs a combination of budgeting, grant accounting, billing and fiscal management functions; directs the operations of the accounting section; provides budgetary and fiscal advice to management; and oversees the integrity of all financial transactions. Incumbents are accountable to the department or division head for the quality and technical accuracy of the fiscal program, including activities such as financial planning, developing budgets with multiple cost centers, preparing the budgets, managing costs, preparing cost reports, classifying costs, developing and overseeing billing systems, conducting audits, interpreting state and federal regulations for financial reporting, preparing reports, and participating in the business operation of the unit.

    The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

    Examples of Duties

    Plans, implements, organizes, directs and monitors departmental fiscal systems, financial controls and accounting operations including general ledger and cost accounting, budgeting, program billings, contractor payments, financial reporting and internal auditing.
    Prepares budget for the department or a portion related to the major area of responsibility.
    P lans, develops, and coordinates fiscal management policies, goals, objectives, procedures, standards and programs with the management team; implements and evaluates departmental fiscal management policies and procedures.
    Analyzes departmental financial needs and develop systems for controlling expenditures.
    Communicates and interprets fiscal management goals, objectives, policies, procedures, standards, programs and services to departmental management and support staff.
    Develops quality standards and continually evaluates departmental accounting, billing, financial reporting and auditing systems to insure compliance with sound accounting principles and local, State and Federal policies and guidelines.
    Researches and interprets legislation to ensure compliance with laws, rules and regulations which fiscally impact departmental programs.
    Provides training and supervision to professional, technical and clerical staff in the areas of accounting applications, budget administration, application of the law, and other fiscal and administrative support as necessary.
    Assures that the department’s fiscal program meets standards and stands up to State and Federal audits.
    Prepares responses to disputed State and Federal audits and prepares material for appeals as appropriate.
    Prepares technical financial reports.
    Identifies computerized accounting, budgeting, billing, program management and other management information system requirements and works with management team to design and implement the requirements.
    Designs and participates in quantitative analysis of systems and programs, analyzes cost experience and projected trends and prepares financial reports, rate studies and project plans.
    Establishes and maintains positive working relationships with departmental management and staff, other County departments, outside agencies, vendors and State and Federal program auditors.

    Knowledge of:
    Principles and methods of public finance administration, particularly in the areas of accounting operations, budgeting preparation and management; fiscal control auditing, cost accounting, financial reporting, forecasting, financial analysis, internal financial and operations auditing.
    Principles and practices of reimbursement, grant management, monitoring and control.
    The application of data processing to accounting operation including budgeting, billing, fiscal monitoring and reporting.
    Accounting and auditing principles and practices used in public finance, including third-party reimbursement principles, policies and procedures.
    Principles and practices of internal auditing and operations auditing.
    County policies regarding travel and cash handling.
    Computerized data processing as it relates to accounting operations and management information systems.
    Principles and methods of supervision and management, including work planning, analysis and organization; selection, training, development and evaluation of employees.
    Quantitative analysis and statistical reporting.
    Word, Excel, Access and other common computer software applications.

    Skill and ability to:
    Plan, organize, direct and coordinate the fiscal and accounting operations of a county department.
    Properly interpret and make financial decisions in accordance with appropriate laws, regulations and policies.
    Develop, implement and administer automated data gathering, processing and reporting systems.
    Analyze financial problems and develop effective policies, procedures and fiscal controls.
    Prepare, review and interpret financial reports, summaries and data.
    Read, interpret and apply laws, rules and regulations.
    Develop and evaluate department fiscal goals.
    Communicate effectively both verbally and in writing.
    Plan, organize, direct and evaluate the work of others.
    Present financial and technical information before a group.
    Use a personal computer, telephone and calculators.
    Establish and maintain effective working relationships and provide courteous customer service.


    Examples of Experience/Education/Training

    The knowledge and abilities listed above may be acquired through various types of experience, education or training. Typical ways to acquire the required knowledges and abilities are listed below:
    Education
    Equivalent to completion of a bachelor’s degree in Public or Business Administration, Economics, Accounting, Finance or a related field with course work in Accounting, Finance and Business Administration.

    Experience

    Three years of increasingly responsible experience performing a wide variety of duties related to fiscal resource management, including at least one year of significant administrative experience in public finance or accounting.

    CONDITIONS OF EMPLOYMENT

    The required conditions of employment include, but are not limited to the following:
    • Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
    • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings.
