    The San Bernardino County Department of Behavioral Health invites qualified professionals to apply for the position of Licensed Behavioral Health Program Manager II*. Current vacancies exist within Children and Youth Collaborative Services (CYCS) and Juvenile Justice Programs (JJP).

    The Behavioral Health Program Manager II* for Children and Youth Collaborative Services (CYCS) will be focused on the development, implementation, and monitoring of programs serving foster youth and extremely high needs children and youth. These programs are frequently connected to new legislative guidelines or requirements from the Department of Health Care Services (DHCS) and require knowledge of core constructs incorporated within the Children's’ System of Care (e.g., Integrated Core Practices Model and/or Child and Adolescent Needs and Strengths). Additionally, this position supervises Mental Health Clinic Supervisors in charge of clinical programs targeting foster youth. Provision of clinical consultation is required. Other duties include developing and implementing policies and procedures related to foster youth, providing fiscal oversight over contract agencies, developing and providing specialized training for providers working with children and youth.

    The Behavioral Health Program Manager II* for Juvenile Justice Programs (JJP) will be focused on the development, implementation, and monitoring of programs serving Justice Involved Youth (JIY), aged 14 to 25. JJP implements five different treatment programs: two focused on community reintegration and three focused on serving youth detained within a Probation facility (e.g., Juvenile Detention and Assessment Center, Structured Youth Treatment Facility). These programs are very diverse, but focus on JIY. Management of these programs requires an understanding of both core constructs incorporated within the Children's’ System of Care (e.g., Integrated Core Practices Model and/or Child and Adolescent Needs and Strengths), while understanding the unique needs of JIY and related programming. Additionally, this position supervises Mental Health Clinic Supervisors in charge of the JJP clinical programs. Provision of clinical consultation is required. Other duties include developing and implementing policies and procedures related to justice involved youth, providing fiscal oversight over contract agencies, developing and providing specialized training for providers working with children and youth.

    The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are service, integrity, accountability, and trust.

    DBH is a unique County Department comprised of eight (8) direct service areas: Community Outpatient and Transitional Age Youth Services; Youth Collaborative and Justice Involved Services; Substance Use Disorder and Recovery Services; 24 Hour and Specialty Services; Adult Justice Involved and Diversion Services; Medical Services; Community Engagement and Equity Services; Office of Patients' Rights and five (5) indirect service areas: Administrative and Fiscal Services; Public Relations and Outreach Services; Program Support Services; Disaster and Safety Unit; and the Office of Compliance. The Department currently has a workforce in excess of 1000 positions and an approximate $700 million-dollar annual budget.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting, credit check, and/or medical exam, which may include drug and/or TB testing. Applicants must be a U.S. Citizen or a permanent U.S. resident.

    Travel: Travel throughout the County will be required on a regular basis. Travel within the state is likely to occur two to four times per year. Employees will be required to make provision for transportation (mileage reimbursement is available at current IRS rates). National travel is occasionally required.

    Minimum Requirements

    Education: A Master's or Doctoral degree from an accredited institution in behavioral science, human services, social work, counseling, psychology, public health administration, business/public administration, hospital administration, or closely related field of study.

    --AND--

    Licensure: Must have CA state licensure as a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Clinical Psychologist or Licensed Professional Clinical Counselor.

    --AND--

    Experience: Must meet one (1) of the following experience options

    Option 1: Three (3) years of experience in a mental health treatment program. Qualifying experience must include a minimum of two (2) years of experience as a full-scope supervisor responsible for planning, directing, and evaluating a mental health program or unit. Qualifying experience must include clinical AND administrative supervisory responsibility. Clinical supervision must include supervision over master’s level clinicians or psychologists engaged in the provision of mental health services for children and youth. The administrative supervision includes participating in the hiring, counseling, disciplinary actions, assigning work, completing work performance evaluations, developing work schedules, and approving time off. Additionally, applicant must have at least one (1) year of experience providing direct clinical services to children and youth.

    Option 2: Three (3) years of experience as a manager in an agency providing mental health services or social work services. Qualifying experience must include second-level supervision (supervising through subordinate supervisors), budget/fiscal administration, and responsibility for program planning, development, implementation, and evaluation. The oversight provided through second-level supervision must include oversight of clinical services provided to children and youth (e.g., supervising providing clinical supervision to pre-licensed clinicians accruing hours toward licensure). Additionally, applicant must have at least one (1) year of experience providing direct clinical services to children and youth.

    Desired Qualifications

    The ideal candidate will have experience in the development, implementation, and monitoring of clinical programs designed to serve foster youth and high needs children and youth. This includes the provision of supervision for direct clinical staff who are providing Specialty Mental Health Services as well as supervising other clinical supervisors. The ideal candidate will have knowledge of service elements required by DHCS when serving foster youth. This includes, but is not limited to, the following: Integrated Core Practice Model (ICPM), facilitation of Children and Family Team Meetings (CFTMs), utilization of the Child and Adolescent Needs and Strengths (CANS), Intensive Care Coordination (ICC), Therapeutic Behavioral Services (TBS), and the Qualified Individual Assessment requirements.
