The Department is the only local free standing Consumer Protection agency in the State and our resources and areas of assistance have significantly expanded since its establishment in 1975. We strive to improve the lives of all consumers, tenants, homeowners, immigrants, and workers. Today, we provide a diverse range of services to the residents of Los Angeles County, including investigating and assisting with consumer complaints, real estate fraud, identity theft, and elder financial abuse. DCBA strives to keep people housed and to mitigate displacements through our rent stabilization, tenant protections programs and our foreclosure prevention services. DCBA works to expand access to justice and ensure that residents understand their rights, protect those rights, and obtain a fair outcome through our consumer protection programs, including Small Claims Advisor, dispute resolution and mediation programs, immigration legal services, eviction prevention program, and through our Self- Help Legal Access Centers. DCBA also oversees the County’s cannabis regulatory framework and is committed to ensuring an equitable, sustainable, and safe marketplace. Additionally, we drive initiatives that protect workers from exploitation and human trafficking and provide access to services for vulnerable communities including low to moderate income families, foster youth, and immigrant communities. The Opportunity: We are seeking qualified candidates to fill a
Program Chief vacancy in the Department of Consumer and Business Affairs'
Office of Labor Equity.
The Office of Labor EquitySince it's establishment in 2020, the Los Angeles County Office of Labor Equity (OLE) has served LA County and its residents by providing the vast workforce with over 35,000 business sites and over 330,000 workers with access to necessary tools to ensure remedy in a timely and effective manner including collaboration with local, state, federal agencies, and community-based organizations. The OLE is spearheading efforts to promote and enforce the County's Labor laws and leading policy and research development with a focus on racial, health, and economic equity and centralizing worker protections including wage enforcement, dispute settlement, outreach, and other relevant programs.
Essential Job FunctionsThe Program Chief for the OLE will report directly to the Division Deputy Director to ensure quality control in the execution of their respective programs and make recommendations regarding the direction of programs, services, and policies. They will oversee communication and education of the OLE with external and internal partners including cultivating relationships with unions, County agencies, workforce development, immigration services, and agencies with legal and prosecutorial authority to identify solutions for workplace violations and provide comprehensive wrap around services. The key job duties of the
Program Chief include but are not limited to:
Program Development and Management- Develops and executes a comprehensive suite of programs and advocacy strategies focused on vulnerable workers and addressing business practices that violate worker rights
- Oversees the development, implementation, and evaluation of strategic solutions to evolving issues surrounding worker protection areas
- Ensures that their respective programs continue to address the unique challenges faced by underserved populations and promotes equitable outcomes
Team Leadership and Development- Provides strong leadership to a team of professionals, fostering a culture of excellence, collaboration, and a deep commitment to serving disadvantaged communities
- Recruits, trains, and mentors staff, promoting their professional growth and development, particularly in the areas of cultural competence and understanding of systemic barriers faced by marginalized populations
- Fosters a positive work environment that values diversity, inclusivity, and equal opportunity.
Stakeholder Engagement and Community Partnerships - Collaborates with community partners to educate and create a culture of compliance in the County surrounding worker protection laws through establishing and expanding partnerships with both internal and external agencies including with the State, other local jurisdictions, philanthropy groups, nonprofits, industry representatives, and other community members and relevant entities focused on serving disadvantaged communities
- Actively engages and seeks input from community members to ensure that initiatives reflect their voices and address their concerns effectively
Policy Advocacy and Systemic Change- Engages in the Memorandum of Understanding (MOU) and contracts with internal and external agencies to ensure implementation and development of programs that advance worker protections
- Provides expert guidance and recommendations on policy matters that help advance vulnerable workers in close collaboration with the department's executive team
- Develops and executes policies and procedures to govern OLE investigations and conducts research to support the analysis and strategy to resolve complex problems in specific areas of worker protections
RequirementsSELECTION REQUIREMENTS:OPTION 1Three (3) years of experience at the level of an Administrative Services Manager I* or higher, in the County of Los Angeles supervising staff engaged in assisting the public in connection with consumer complaints, court procedures, dispute settlement or mediation issues.
OPTION 2Two (2) years of experience as a Consumer and Business Affairs Specialist in the County of Los Angeles providing consultative services on consumer protection issues to the management of the Department of Consumer Affairs.
OPTION 3Five (5) years paid or unpaid experience supervising others in connection with developing and executing comprehensive programs and initiatives. One year of this experience must have been at a level which involved responsibility for the development and implementation of program policy.

LICENSE:A valid California Class C Driver License or the ability to utilize an alternative method of transportation to carry out job-related essential functions.
PHYSICAL CLASS:Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
