    General

    The Human Resources Administrator (Classification & Compensation) reports to the Director, Human Resources and is responsible for administering the District’s classification and compensation categorization system including performing highly confidential and professional level analytical work and advanced data analysis . This position makes recommendations based on studies and market data for professional-level administrative positions within the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) agencies.

    Essential Functions & Duties

    Examples of Essential Functions:

    • Pl an, develop, and administer the District’s classification and compensation program.


    • Gather, consolidate , and analyze complex qualitative, quantitative, confidential and sensitive data , datasets, and information from multiple sources.


    • Serve as the subject matter expert in classification and compensation, market salary data, and salary studies, providing information and recommendations to manageme nt.


    • Provides leadership in change management related to classification and compensation including communication with District staff on updated Human Resources policies and procedures.


    • Assist s with People & Culture Group programs including benefits, recruitment , civil rights, and employee relations by providing data and information relating to compensation and classification.


    • Responsible for developing , updating , and communicating policies and standard operating procedures (SOPs) related to the area of administration.


    Examples of Duties:

    • Provide classification and compensation support to the HR Director and Caltrain HR Business Partner.


    • Conduct review of classification descriptions and determine an appropriate level of compensation based on market data comparators and internal alignment .


    • Independently and proactively identify trends and insights for recommendations.


    • Monitor state and federal policy updates, new technology , or updated methodology related to classification and compensation and c ommunicate changes to relevant departments and staff.


    • Prepares presentations, reports, and data visualizations to support findings and present information in a clear and concise manner .


    • Analyze and interpret large datasets and information.


    • Leads meeting s to present salary and budget recommendations, policy updates, and individual results with staff, management, and consultants.


    • Performs periodic audits of the classification and compensation evaluation system, ensuring data quality and control, consistent and fair application, and


    • Maintains reports, manuals, datasets and files.


    • Manages the work of outside consultants, scheduling meetings with necessary administrative staff, and supporting the information gathering and decision-making process.


    • Assess and review compensation and classification policies and procedures for improvements.


    • Perform all job duties and responsibilities in a safe manner to protect oneself , fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.


    • Perform other duties as assigned.


    Minimum Qualifications

    Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

    • Associate Degree in Business Administration , Economics, Statistics, Human Resources, Labor Relations, or directly related field.


    • Five ( 5 ) years full-time , progressively responsible experience in classification, data and/or information analysis in a professional business setting.


    Preferred Qualifications:

    • Ability to use initiative and independent judgment, work with interruptions and changing priorities, organize work and follow-up assignments with minimal supervision .


    • Public sector experience preferred.


    • Experience providing analytical support to a human resources function preferred.

    Holidays and Paid Time Off:
    • Paid Time Off - Newly hired employees accrue 6.5 hours bi-weekly when hired (if Exempt 8.25 hours).As you move up in years of service credit, the rate of the amount of PTO accrued will also increase.
    • Paid Holidays - The District provides seven paid holidays throughout the year - New Years Day, Martin Luther King Jr. Day, Memorial Day, Independence Day (July 4th), Labor Day, Thanksgiving Day and Christmas Day
    • Floating Holidays - District employees can earn up to five (5) floating holidays.

    Financial Planning Benefits:
    • Pension Benefits through CalPERS -You must have a minimum of 5 years of service to be eligible for this pension.
    • CalPERS PEPRA vs. Classic - All employees hired on, or after January 1, 2013, are considered PEPRA members and will contribute 8% of their salary up to the maximum IRS cut-off. All Classic members will contribute 6%
    • Deferred Compensation Options - Select to contribute to one or both of our Tax Deferred Compensation Options
    • Reliance Standard Life Insurance with 100% premium paid by the District - 1 times annual salary of employee - max $200,000
    • Optional Life Insurance - Employees may purchase additional life insurance for themselves and their eligible family members.

    • Professional Development - Access to LinkedIn Learning and San Mateo County’s professional training. District Tuition Reimbursement Program - A maximum of $5,250 per year for courses related to your job or career goals with the District.
