    The City of Waco Seeks:

    The City of Waco is seeking a passionate and organized Project Manager to join our growing team.

    Minimum Qualifications;
    • Bachelor’s Degree in Engineering, Construction Science, or a related field required.
    • Four years’ work experience in design engineering or construction project management; or an equivalent combination of education and experience required.
    • Texas Driver’s License required.
    • Registration as a Professional Engineer by the Texas Board of Professional Engineers preferred.

    Position Description:

    Under general supervision, manages Capital Improvement Program (CIP) projects, plans, technical studies, designs, contracts, and schedules for the Public Works Department (PWD); assures contractor compliance with contract terms and specifications.

    Essential Functions:
    • Manages Capital Improvement Program (CIP) projects from initial project assignment to completion.
    • Manages design and construction activities for development of City infrastructure; manages CIP development projects and assures projects meet design and budget goals and schedules.
    • Delivers major construction projects, master plans and technical studies within budget and schedule specifications; assists PWD Director with technical and administrative functions.
    • Provides leadership, direction and guidance in CIP projects and priorities; reviews and approves contracts, agreements, plans and reports; manages the collection, analysis and reporting of operational data.
    • Reviews technical documents for accuracy and compliance with standards and practices; reviews status reports and recommends appropriate actions.
    • Writes technical and analytical reports and makes technical estimates of a specialized nature in connection with CIP projects, contracts, and technical issues.
    • Reviews development and permit applications for compliance with federal and state floodplain regulations; provides floodplain and flood insurance information and explains flood hazards, rules, regulations and permitting process; provides technical assistance to PWD staff on engineering design issues. Effectively communicates CIP and floodplain issues; interprets and explains federal and state rules and regulations; coordinates projects with federal, state, and regional organizations and City departments.
    • Reviews and negotiates technical plans, change orders, schedules, and contracts for assigned projects; assures the use of efficient techniques and sound engineering practices to meet City objectives.
    • Oversees work performed on City projects by contractors; inspects project work sites and documents the progress compared to project schedule; reviews construction documents, expenditures, and reports; assures project activities are in compliance with project specifications and City policies.
    • Maintains project files, documents, and records ; prepares reports on program activities and performance.
    • Performs other related duties as assigned.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
