    SUMMARY OF POSITION

    The Health Department’s Administration Bureau is seeking an individual with a background working as a lead or supervisor in end user support for proprietary applications, databases, hardware, and incidents. The ideal candidate has a strong customer service ethic, is analytical, and can problem solve in a team environment with clear prioritization and project management skills to oversee the operational support team. This position guides a technical support team that takes ownership of problems and follows through to completion.

    The Supervising Departmental Information Systems Coordinator position requires strong interpersonal and communication skills, both written and verbal, and supervises a team that functions as a resource for projects and handles the day-to-day departmental level incident, tracking, troubleshooting, and technical support needs of the Health Department end user. The candidate will be required to understand and abide by County ITD Security and Enterprise requirements and gauge the implementations, maintenance/support, and upgrades according to the standards/guidelines that are developed by County ITD but that also meet the Department level requirements.

    The Eligible List established by this recruitment process will be used to fill current and future vacancies, both regular and temporary, as they arise.

    Examples of Duties

    • Supervises, plans, assigns and reviews the work of staff; sets job standards and evaluates job performance; provides technical assistance and guidance
    • Coordinates with computer support personnel in identifying and resolving problems with the system, including: programs, workstations and other related hardware and software
    • Acts as a resources person for users of automated system(s) applications; Answers questions and resolves problems related to use and operation of the application
    • Confers with operating department personnel regarding changes in manual and computer system design; Collaborates with others to improve the effectiveness of the system and to make recommendations for systems and procedures improvements; Stays abreast of the new automated systems, procedures, and prepares on-line bulletins to inform users of changes or additions
    • Assesses and evaluates training needs of system users and provides such training or arranges for staff to acquire it; Writes and revises procedures, instructional materials or staff development tools for systems-related training
    • Attends meetings and represents the department with other departments and/or other agencies for information sharing, system improvements and implementation of changes; May plan or assist in planning the implementation of conversion from manual systems to automated information systems
    • Coordinates and assures system security; Develops and maintains consistent backup and recovery operations; Monitors batch results and corrects batch problems

    THE SUCCESSFUL CANDIDATE

    Will have a proven track record demonstrating the following knowledge, skills, and abilities:

    Working Knowledge of:
    • Capability and limitations of various computer operating systems including DOS, Windows and networks
    • Methods of error research and troubleshooting
    • Terminology related to computer hardware, software, network and peripheral equipment
    • Supervisory practices and methods
    • Training methods and techniques of automation systems applications


    Skill and Ability to:
    • Evaluate and interpret automated information systems functions from a user perspective
    • Identify, evaluate, and research application systems problems and coordinate corrective actions, as required, with computer support personnel
    • Gather information and analyze data to establish and maintain system user protocol
    • Make recommendations for system and operational enhancements
    • Utilize effective judgment regarding establishment and maintenance of application system features such as registration, user profiles, system access security, e-mail administration, and appointment schedule templates
    • Read and comprehend written materials on a wide variety of application system subjects
    • Maintain confidentiality of information in accordance with legal standards and/or County regulations
    • Organize, prioritize, schedule and coordinate work flow to meet project deadlines
    • Communicate effectively with all levels of staff in the organization both orally and in writing
    • Provide excellent and courteous customer service and establish and maintain effective working relationships


    Examples of Experience/Education/Training

    Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

    • Three years of experience performing both technical support and training in the use of a wide variety of computer hardware and software for automated office systems which included modifying, or interfacing office automation software or application environments

    CONDITIONS OF EMPLOYMENT:
    • Possess and maintain a valid California Class C driver’s license with a satisfactory driving record, or the employee must be able to provide suitable transportation that is approved by the appointing authority
    • Complete and successfully pass the Health Department background investigation process including a Department of Justice fingerprint check
    • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency
