About Our Department The Board of Supervisors is the governing body of the County of Los Angeles, a charter county. As such, it has the outstanding function of serving as the executive and legislative head of the largest and most sophisticated county government in the entire United States. A civil service staff which performs the duties for the County departments and agencies serves the needs of the County's population of more than 10 million people.
Los Angeles County is governed by a five-member elected Board of Supervisors who serve as the legislative, executive and administrative government body, responsible for setting policies, enacting ordinances and accepting resolutions. Through an annual budget, the Board apportions and levies taxes to ensure sound fiscal management practices, and to secure the health, safety and welfare of its citizens. Supervisors advocate for and represent the public in intergovernmental affairs, develop change, and champion positive community relations.
The Board of Supervisors works with multiple priority issues affecting society's most vulnerable, and addresses our County's largest challenges such as homelessness and poverty, mental health, child welfare, public safety and transportation.

The Executive Office supports the Board of Supervisors in performing its duties as the governing body of the largest local government in the Nation. In this capacity, the staff of the Executive Office prepares the Board's weekly Agenda and Statement of Proceedings, maintains its official records which date back to the 1850's, and provides technology, accounting, procurement, personnel, payroll, facility management and other administrative services to the Board of Supervisors.
The Executive Office performs a multi-functional support role for the Board in coordinating and handling technology, staffing, procurement and facilities resources, as well as the publication of information for the Board of Supervisors, various County departments and the public. The office also coordinates and leads all aspects of the Office of Inspector General and other County commissions such as the Sheriff's Civilian Oversight Commission, Office of Child Protection, Commission on Disabilities, and the County Equity Oversight Panel.

- Play a key role in helping the commission foster transparency and evaluate reform efforts
- Help the commission use data to educate stakeholders about justice issues and advocate for reform (or the implementation of the Board’s “Care First, Jails Last” vision )
- Support commission leadership in using justice data as a tool to recommend policy changes/solutions

Essential Job Functions- Assists in maintaining and analyzing County, departmental, or divisional data assets by collaborating with other department subject matter experts and relevant data sources to understand, identify, and select data sources (e.g. internal, external, structured, unstructured, large-scale, streaming) for use cases; participating in data science projects from conception through implementation; identifying and developing statements of business problems in order to support data-driven program design and management , as well as ensure data science projects meet business needs.
- Assists with data management by contributing to the development of data pipelines (e.g. data scrubbing, merging databases); working with IT data engineers and architects to assist in the development and maintenance of large-scale databases that meet high standards for completeness, accuracy, and utility in order to ensure good quality data for analysis.
- Assists in conducting analytical studies by assisting in the design and planning of data collection (e.g. surveys) as needed; collaborating with business managers and domain experts; selecting and deploying appropriate predictive and prescriptive analytical techniques (e.g. machine learning, multivariate analyses, optimization, algorithms, feature selection, variable importance, hyper parameter tuning, artificial intelligence tools); and interpreting findings in order to ensure that findings are actionable and support data-driven program, policy, and operational decision-making.
- Assists in the development of technical reports, dashboards, data briefs, white papers, publications, reports, and other advanced data visualization products (e.g. scenario-based applications, adaptable models) by using computer scripting languages (e.g. R, Python, MATLAB), domain-specific languages (e.g. SQL, html) and/or programming languages (e.g. Java, C#) to digest, interpret, prepare, analyze, summarize, and visualize data; conveying findings and conclusions orally, in writing, visually, and in presentations; and developing interactive tools in order to communicate findings to targeted and/or a wide range of audiences (e.g. technical and nontechnical staff, stakeholders, members of the public).
- Assists in formulating recommended changes to processes and tools resulting from analysis by collaborating with various functional teams; recommending ongoing improvements to methods and algorithms; recommending alternative systems; and documenting tools and systems in order to strengthen divisional and departmental analytic capacity.
- Implements data science best practices by accessing ongoing training and professional development opportunities; maintaining familiarity with current industry and academic research; participating in research and development; retaining fidelity to best practices identified through the analysis; in order to apply the latest and most useful statistical learning techniques to help extract patterns and trends from data.
Requirements REQUIREMENTS TO QUALIFY: Option I: A Bachelor’s degree from an accredited college or university* in a field of applied research such as Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health that included 12 semester or 18 quarter units of coursework in data science, predictive analytics, quantitative research methods, or statistical analysis
- AND - Two (2) years of experience in the application of techniques of machine learning, predictive analytics, data management, and hypothesis-driven data analysis to complex experimental designs leading to actionable findings and recommendations.*
A Master’s or Doctoral degree from an accredited college or university* in a field of applied research such as Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health may be substituted for the two years of experience.
Option II: Four (4) years of experience with responsibility for planning, designing, conducting, and evaluating research projects involving the application of techniques of machine learning, predictive analytics, data management, and/or hypothesis-driven data analysis to complex experimental designs leading to actionable findings and recommendations.
LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL EXPECTATIONS: Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

Eligibility and Vacancy Information: Candidates who passed the assessment are placed on the eligible list in the order of their score group for a period of six (6) months following the date of promulgation. The resulting eligible list will be used to fill vacancies at the Los Angeles County Board of Supervisors as they occur.
