In addition to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

    THE TEAM MEMBER WE ARE SEARCHING FOR:
    Performs highly specialized and complex information systems analysis and design tasks, and provides technical leadership in IT strategic planning, business automation planning, business process improvement and application development. Acts as a lead or technical consultant for complex systems development projects and may supervise lower-level Information Systems Analysts and other technical staff.

    Essential Job Functions

    Leads, participates in the work, and as assigned, supervises a team of Information Systems Analysts and other technical staff engaged in the development, implementation, or maintenance of highly complex systems.

    Coordinates and works with vendors to develop and implement solutions to specific problems or to meet specific objectives.

    Develops systems specifications, through requirements gathering, research, analysis, and direct contact with business units, managers, system users and technical staff, and hardware/software vendors for specialized and complex applications using relevant tools and techniques for systems development.

    Serves as a project manager for applications of significant budget and duration, and/or manages multiple projects for smaller applications, guiding all activities in the systems development life cycle, from business requirements gathering to post-implementation activities as needed.

    Prepares detailed project plans and assign activities to team members from multiple disciplines and monitor and report status as needed.

    Acts as technical consultant to a project manager, department management, and/or user management regarding one or more major system or maintenance analysis and design efforts.

    Performs analysis and manage reporting for project portfolio management and/or application portfolio management and may serve as a project management methodology consultant as part of a project management office (PMO) as needed.

    Serves as the system manager for a complex application system, controlling system configuration such as data dictionaries, configuration options, and release cycles; regression test development planning and managing the release of new or updated application modules; analyzing, planning, documenting, and championing changes to business processes; planning training, and having authority for change management at the application level as needed.

    Oversees the development and maintenance of technical documentation for enterprise or complex systems as needed.

    Represents the department at interdepartmental meetings and serves on Countywide information technology committees and work groups as assigned.

    Develops contract solicitation documents such as requests for proposals (RFPs), requests for quotes (RFQs), requests for information (RFIs), statements of work (SOWs) etc.

    Monitors vendor performance to ensure contract deliverables meet requirements, resolves problems, prepares reports, and reviews/approves vendor payments.

    Supervises lower-level technical staff as needed.

    Develops, implements, and supports project management, systems analysis, software development and systems implementation tools, techniques, and methodologies as needed.

    Conducts analysis and planning to revise and update the department's long-range information system plans, business automation plans and IT strategic plans.

    Solves the more complex application problems.

    Performs consulting services to customers on new initiatives.

    Keeps abreast of emerging information technology trends including new hardware and software and reviews the application of new technology with customers and department management.

    Performs analysis and manage reporting of IT performance metrics as assigned.

    Establishes quality assurance procedures as assigned.

    Requirements

    REQUIREMENTS TO QUALIFY

    Option I: Bachelor's degree from an accredited college or university in Computer Science or Information Systems and four (4) years of progressively responsible*, full-time**, paid experience within the last seven (7) years in a centralized Information Technology organization*** performing information systems analysis and design for complex systems****.

    Option II: Five (5) years of progressively responsible*, full-time**, paid experience within the last seven (7) years in a centralized Information Technology organization*** performing information systems analysis and design for complex systems****.

    PHYSICAL CLASS II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    LICENSE: A valid California Class “C” Driver License or the ability to use an alternative method of transportation when needed to carry out job-related essential functions.

    *Progressively responsible is a significant increase in the complexity and the scope of responsibility in information technology and systems functions over time.

    ***A Centralized IT organization has responsibility , under the direction or guidance of the chief information Technology official or the department or major organizational unit, for providing comprehensive IT services including analysis, design, acquisition, and/or development, implementation, maintenance, or support of information systems; and in which the work performed is in direct relationship to the IT requirements and initiatives of the department or major organizational unit.
    **** Complex Systems is defined as a system architecture with many components and applications which may interact with each other. Relation between data systems and system consolidation and interoperability.

    DESIRABLE QUALIFICATIONS:
    Additional credit will be given to applicants that possess the following desirable qualifications:

    EXAMINATION CONTENT:

    This examination will consist of one part:

    An evaluation of your experience, desirable qualifications, and supplemental questionnaire based on your application information weighted 100%.
    The passing score for the assessment is 70%.

    ELIGIBILITY AND VACANCY INFORMATION:

    Candidates who passed the assessment(s) are placed on a list in the order of their score group for a period of twelve (12) months. We will use this list to fill vacancies throughout the Department of Health Services as they occur.

    No person may compete in this examination more than once every twelve (12) months.
