    Introduction

    Performs highly advanced technical professional engineering work in the Traffic Engineering and/or Intelligent Transportation Systems (ITS) areas in the Transportation and Infrastructure Department. This position is responsible for leading and managing complex traffic engineering and intelligent transportation systems (ITS) projects, including planning, analysis, design, implementation, and operations while also supervising professional and paraprofessional engineering staff, managing budgets, and representing the department in transportation matters

    Anticipated starting salary may be up to mid-point depending on candidate’s experience and internal equity. The full salary range is listed above and mid-point for this positio n is $130,270.40 annually .

    Minimum Qualifications

    Education and Experience
    • A Bachelor's Degree from an accredited educational institution in Traffic Engineering, Civil Engineering or a closely related field.
    • Eight years' professional level experience in traffic engineering.
    • Must have at least one year of Lead or Supervisory experience.
    • An equivalent combination of education and job-related experience may substitute for the educational requirements on a year-for-year basis.

    Licensing, Certifications and Other Requirements
    • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
    • Registration as a Professional Engineer with the Arizona State Board of Technical Registration, OR by the technical board of another state with the ability to obtain Arizona Registration through reciprocity within 6 months of employment.
    • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.

    Public Works Street Operations Department Assignment:
    • Preferred: Certification as Professional Traffic Operations Engineer (PTOE).

    Other pertinent licenses and/or certifications may be required of some positions depending on division/department/services assignment.

    Essential Functions

    Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
    • Manages and operates a complex computerized traffic signal control system.
    • Develops, implements and analyzes performance measures to evaluate the traffic signal system operation.
    • Develops Intelligent Transportation Systems (ITS) procedures and policies to meet short-term and long-term objectives.
    • Participates on regional ITS committees that are supporting agency future ITS deployments.
    • Supervises employees and coordinates personnel-related activities to include, but not limited to: training, coaching and counseling, recommending/approving personnel actions, establishing performance goals, and writing performance evaluations.
    • Develops new ITS and Safety project requests to Federal Highway Administration (FHWA), Arizona Department of Transportation (ADOT) and Maricopa Association of Governments (MAG) for grants and funds assistance.
    • Collaborates with the Police and Fire Department during incidents to reduce delays, congestion and enhance public safety.
    • Designs and reviews traffic signal construction plans. Updates City traffic signals, streetlight and ITS design standards and specifications to support current practices, equipment and technologies.

    • Most work is performed in a City office environment.
    • Lift and carry materials weighing up to 30 pounds.

    • Travel to/from meetings and various City locations.
    • Works evenings and weekends as necessary.
