About the Position:Provides professional level work to plan, implement and report on operations of the Housing Choice Voucher Program (HCV).
Anticipated starting salary for this position may be up to mid-point depending on candidate’s experience and internal equity. The full salary range is listed above and mid-point for this position is $30.13/hour. Minimum QualificationsEducation and Experience- Three years of responsible professional-level experience with federal grants (HCV) directly appropriate to the assigned position.
- Preferred: Successful completion of two years of college-level courses in business administration, social work, or a related field.
- Any equivalent combination of education and/or job-related experience that meets the minimum qualifications may be substituted.
Licensing, Certifications and Other Requirements- Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
Essential FunctionsPerforms duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
- Coordinates assigned activities with other Housing Agencies, HUD staff, landlords, contractors, clients and non-profit agencies and provides staff support to the Community Assistance Office, including updating date in the Public and Indian Housing Information Center (PIC).
- Investigates suspected fraud, abuse or violation of federal regulations, and if necessary, accurately prepares documentation for informal reviews and hearings.
- Interviews applicants and participants regarding income and family composition in order to accurately determine eligibility, which includes reviewing analyzing financial information and criminal records.
- Calculates housing assistance payments, tenants' rental and utility amounts, and rent increases, including requirements for portability.
- Performs re-examinations, interim interviews and verifies incomes sources to maintain eligibility requirements.
- Prepares rent/HAP calculations, manages waiting list and tenant selection, and issues certificates and vouchers to eligible program participants.
- Performs senior level functions of grant program service delivery; client services, case management and contract administration.
Work Environment/Physical Demands- Lift and carry materials weighing up to 30 pounds.
- Travel to/from meetings and various locations.
