  • Job Description

    Our Substation Relay Technician installs, maintains, calibrates, modifies, troubleshoots, and repairs a variety of electronic, electrical, mechanical, and electro-mechanical equipment and systems in a substation environment. Technician functions are also performed on distribution equipment such as power transformers, metal-clad switchgear, SCADA, and other substation related equipment. Assists with project management functions including vendor and contractor coordination, reporting, scheduling, inspection, testing, and final commissioning.

    The salary range for this position is $48.70 - $70.62 per hour with a hiring range of $48.70 - $70.62 per hour, depending on qualifications and experience. This opportunity will be available to applicants until filled.

    Essential Functions:
    • Perform installation, commissioning, testing and maintenance of protective relaying equipment.
    • Perform function testing of substation control circuits on relay panels, transformers and circuit breakers.
    • Creates and updates specifications and assists with installation and maintenance of fiber optic communications to SCADA, and specific substation equipment.
    • Develop relay macros and testing routines with confirmation of proper system protection schemes and controls design.
    • Performs end-to-end relay testing using relay test software and analyzes the operation of the relay based on the fault type run.
    • Develops written standard commissioning, testing, and maintenance procedures for protective relaying and other substation operations.
    • Examine relay settings and logic equations for confirmation of system operation in accordance with design and protection scheme.
    • Create, review, and implement equipment isolation and restoration switching procedures.
    • Lead safety briefings on job sites.
    • Lead investigations of electrical related issues, including root cause analysis as needed.
    • Read and fully understand protection and control schematic diagrams and wiring diagrams and identify mistakes and problems with the drawings and design when comparing with accepted engineering and COL standards.
    • Understand manufacturers’ literature to facilitate testing.
    • Provides input to annual budget development and advises equipment purchases.
    • Performs other duties as assigned.

    Other Job Functions:
    • Assists other electric crews with construction, operation and maintenance of high and low voltage electric distribution systems.
    • Provides information to other departments concerning electric operations of the distribution system.
    • Works with electrical engineering to assure compliance with FERC and other regulatory agencies associated with electrical substations.
    • Helps prepare the division budget relating to substations.
    • Works with electrical engineering to develop and maintain technical specifications.
    • Assists in preparing/reviewing substation switching orders.
    • Works closely with apprentice substation technician.
    • Works closely with Platte River Power Authority (PRPA) personnel as assigned.
    • Performs monthly checks on special field apparatus; regulators, reclosers, and capacitors.
    • Performs other duties as assigned.

    Qualifications:
    • High School or GED
    • Completion of an approved substation 4-year apprentice program.

    Education:
    • Preferred: 2 Year Associates Degree: College, vocational, or industry courses in electrical/electronic theory, lab work, associated mathematics, and communication systems OR Associate's degree in Electric or Electronic Sciences

    Experience:
    • Required: 1 year working in a substation environment with experience in project management, construction, operations, testing, and maintaining substation equipment including protective relaying and SCADA equipment.
    • Preferred: 3 years working in a substation environment with experience in project management, construction, operations, testing, and maintaining substation equipment including SEL protective relaying and their settings and familiarity with Orion and GE RTU equipment.

    Certifications:
    • Must possess a valid driver license.
    • Completion of a substation apprentice or relay testing apprentice program with certification.

    Knowledge, Skills, and Abilities:
    • Hands on experience installing, maintaining, testing, and repairing protective relays in distribution level substations containing voltages up to 230kV.
    • Capable of troubleshooting distribution controls circuits.
    • Knowledge of relay test software including but not limited to AcSELerator.
    • Excellent written and verbal communication skills.
    • Knowledge of principles of electricity, electronic circuitry and mathematical computation and trigonometry.
    • Working knowledge of tools and equipment associated with the electric utility industry.
    • Accurate record keeping skills.
    • Ability to interpret electrical wiring diagrams, prints and drawings and follow directions.
    • Demonstrated extensive electrical and electronic troubleshooting skills.
    • Skilled in reading one-line, three-line, wiring, and control schematic diagrams.
    • Possess knowledge of SCADA systems and associated communication equipment.
    • Skilled in panel wiring and installation of substation instrumentation.
    • Ability to use laptop computer / PC with various technical software applications and Intelligent Electronic Device (IED) interfaces.
    • Working knowledge of National Electric Code (NEC), National Electric Safety Code (NESC), and electric utility industry safety practices including OSHA and NFPA regulations.
    • Extensive knowledge of NERC audit and testing requirements and documentation.
    • Computer skills including Microsoft Word and Excel.
    • Experience with programmable control systems.
    • Excellent interpersonal and team/project management skills.
    • Understands and practices safe electrical working procedures in order to aid other workers in emergency situations.
    • Ability to work overtime in an emergency and in inclement and extreme weather conditions.
    • Ability to work effectively under stressful conditions and manage multiple concurrent projects and tasks.
    • Must be able to work unsupervised.
    • Ability to perform maintenance in confined spaces.

    Physical Demands and Working Conditions:
    • Frequent: Moderate to considerable physical effort that includes working from ladders in awkward positions. Frequent use of light or medium weight objects (e.g., 25-50 lbs) and use of medium weight tools.
    • Occasional: Strenuous to extreme physical effort that includes frequent use of heavy objects (e.g., 50+ pounds) and may also use heavy tools or require strenuous application in awkward positions.
    • Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.
    • Minimal physical effort typically found in clerical work. Primarily sedentary, may occasionally lift and carry light objects. Walking and/or standing as needed and minimal.

    Working Environment:
    • Frequent: Exposure to heat and noise along with working outside in the elements.
    • Exposure to hazardous conditions that may lead to workplace injury such as working in heights, exposure to fly ash and/or energized electrical equipment.
    • Exposure to marginal to moderate conditions that are unpredictable and may lead to injury.
    • Exposure to hazards that are predictable or well protected against.
    • Exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident.
    • Exposure to routine office noise and equipment.

    Additional Working Demands / Conditions:
    • Subject to call-back work and must be capable of responding to an emergency situation upon short notice.
