The Department of Public Works is seeking qualified candidates to fill an emergency
Supervisor, Material and Supply Operationsvacancy related to this unprecedented natural disaster.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.Those who successfully pass the assessment will be considered for permanent appointment to Supervisor, Material and Supply Operations.
Essential Job Functions A Supervisor, Material and Supply Operations is responsible for a combination of the following job functions: - Plans, organizes, directs and evaluates the warehouse operations and the transportation of goods or procurement of equipment, materials, and services.
- Develops and recommends procedures and standards for the procurement, warehousing, inventory control, distribution and related aspects of materials management operations.
- Supervises the conduct of such functions as determining proper inventory levels, analyzing usage trends, maintaining reorder points, and expediting delivery of equipment and supplies to outlying warehouses.
- Confers with and assists the management of user divisions in projecting annual purchase order requirements, monitoring expenditures against purchase orders, and determining the need for supplemental funds.
- Directs, through subordinate supervisors, the receipt, inspection, storage and issuance of equipment, materials and supplies, and ensures the effective coordination of deliveries to outlying warehouses and the proper disposition of surplus materials.
- Directs through subordinate supervisors the conduct of day-to-day procurement activities to ensure compliance with the operating needs and timeframes of user divisions.
- Participates with user division management in the development of specifications for materials and equipment consistent with their needs and conforming to the requirements.
- Oversees the development of alternative supply sources and the monitoring and evaluation of procurement turnaround cycles to ensure timely deliveries and minimize the occurrence of outages.
- Supervises the development, installation, and effective operation of controls necessary to ensure the security of all materials, supplies and equipment stocked.
- Coordinates arrangements for the demonstration, tryout, and comparative testing and evaluation of vendor products by interested divisions to determine suitability for purchase.
- Coordinates and monitors the activities of outside contractors employed to conduct physical inventories on a periodic basis.
- Supervises staff responsible for entering and maintaining information on purchases, receipts, disbursements, deliveries, and warehouse activities in an automated inventory control system.

Requirements MINIMUM REQUIREMENTS: Option I: Three years progressively responsible experience* supervising procurement and/or warehousing operations in a medium to large County department** with one year of such experience at the level of Procurement Assistant III*** or Warehouse Manager****.
Option II: Five years of progressively responsible experience* procuring supplies, equipment, and services or maintaining and distributing supplies through a warehouse system in a medium to large County department** with two years of such experience at the level of Procurement Assistant II***** or Warehouse Worker IV******.
LICENSE:A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
You MUST meet the requirement(s) in order to be appointed to fill any vacancies related to this recruitment.PHYSICAL CLASS:Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. SPECIAL REQUIREMENT INFORMATION:*Progressively responsible experience is a significant increase in the complexity and the scope of responsibility in procurement and/or warehousing operations over time.
**A medium to large County department is defined by 500 - 900 employees.
***Experience at the level of a Procurement Assistant III in the service of County of Los Angeles is defined as: directs the activities of a number of procurement and procurement-clerical positions engaged in the procuring of supplies, equipment, and services for a large County department, hospital, or private company. A large county department, hospital, or private company consists of at least 1,000 employees. ****Experience at the level of a Warehouse Manager in the service of County of Los Angeles is defined as: under general direction has charge of a large and complex warehousing operation, with responsibility either for maintaining and distributing supplies through a warehouse system which includes several branch warehouses, or for the supervision of a number of auxiliary service functions. Large warehousing operations are those consisting of at least 1,000 employees. For a fuller description of work performed, refer to County of Los Angeles Class Specifications for Warehouse Manager .
*****Experience at the level of a Procurement Assistant II in the service of County of Los Angeles is defined as: supervises procurement and procurement-clerical positions engaged in procuring supplies, equipment, and services for a County department, hospital, or private company; or independently manages a specialized or complex procurement assignment for a County department, hospital, or private company. Assignments that are specialized have an in-depth knowledge of a particular field of work or discipline and complex assignments measure the nature, the number variety and intricacy, difficulty of tasks, steps, process or methods applicable to the work to be done. ******Experience at the level of a Warehouse Worker IV in the service of County of Los Angeles is defined as: operates or assists in the operation of a very large store or warehouse. A very large warehouse involves several branch warehouses or a number of auxiliary service functions. Before the end of your emergency assignment, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
