Purchasing Department is recruiting for
Buyer III who performs complex procurement activities and serves in an advisory role to one or more County departments and districts, to purchase services, professional services, materials, supplies, and equipment. This position will facilitate formal solicitation and evaluation processes; negotiate and develop multi-year or multi-department contracts; process purchase orders and contracts in an electronic procurement system; and may serve in a lead capacity to oversee the work of subordinate buyers.

CONDITIONS OF EMPLOYMENT Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.
Background: Candidates selected for this position must pass a background investigation and medical examination including drug screening; candidates selected for law enforcement departments, public safety positions, or positions where legally required, must pass a more stringent background check.

Minimum Requirements CANDIDATES MUST MEET ONE OF THE FOLLOWING OPTION REQUIREMENTS:
OPTION 1 Experience: Must possess three (3) years of full-time equivalent work experience with primary responsibility for performing one or more of the following: Request for Proposals (RFP) development and RFP process management; vendor contract development and administration; contract best value analysis and negotiations; project management related to procurement; direct buying of goods or services; or supply chain management.
Education: Must possess a completed/awarded Bachelor's degree.
Substitution: Twelve (12) semester (18 quarter) units of coursework in supply management, contracting, negotiation, finance or project management may be substituted for up to two (2) years of the qualifying experience.
OPTION 2 Education: Must possess a completed/awarded Bachelor's degree in
purchasing/supply management, business administration, economics, finance, marketing or a closely related field .
*No experience required.* OPTION 3 Experience: Must possess five (5) years of full-time work experience as stated above in option 1.
Education: Must possess a completed/awarded Associate degree.
Substitution: Twelve (12) semester ( 18 quarter) units of coursework in supply management, contracting, negotiation, finance or project management may be substituted for three (3) years of the qualifying experience.

- Possession of Certified Public Purchasing Buyer (CPPB) or Certified Professional in Supply Management (CPSM) certification.
- Experience in a centralized, public sector purchasing department with direct buying experience.
- Customer service driven and results-focused in order to provide prompt and efficient service; including prioritization of customer services.
