Subject to changePURPOSE OF DIVISIONThe purpose of the Infrastructure Division is to manage the life cycle of the infrastructure assets at the Houston Airports (HAS) and ensure the on-time delivery of capital renewal projects. The Infrastructure Division supports the safe, secure, efficient operation and the five-star service of the three HAS airports. This support is done through effective asset management, project controls, design management, project management, construction management, and commissioning.
PURPOSE OF THE POSITIONThe Assistant Director, Project Controls, is responsible to the Deputy Director, Infrastructure Division, for effectively monitoring and measuring costs, schedules, quality, and performance of HAS infrastructure projects. This position implements and manages project controls that monitor the performance of all Infrastructure Division projects at each stage (asset management, procurement, design, project delivery, construction, commissioning, close-out). This position will establish, manage, and maintain the objective metrics and reporting of Infrastructure Division projects. The position will also be responsible for the project change management process and quality controls.
Reporting developed by the Assistant Director, Project Controls, shall include, but not be limited to, performance measurement, change management, quality control, forecasting, trending, issues, actions, progress, and overall project status. The successful candidate will continually manage project controls and will collaborate with the project delivery team members to help resolve any issues that may impact the success of capital, renewal, and other infrastructure projects. The Assistant Director, Project Controls, will also identify project risks and work alongside colleagues to develop strategies on project risk mitigation.
This position will effectively communicate reports and metric results to the Deputy Director of Infrastructure, the Chief Operating Officer, the Aviation Director, and other members of HAS Senior Staff, as well as other internal and external stakeholders as needed. The position will oversee the work of various HAS internal staff, extension of staff, managers, schedulers, estimators, project engineers, staff analysts, and other project support positions.
ESSENTIAL DUTIES:- Implement strategies to control, monitor, and manage Infrastructure project’s cost, schedule, and performance to ensure the on-time, on budget, completion of work per approved scope.
- Develop and manage dashboards and detailed reports that accurately monitor and report project cost, schedule, budget, risks, and other pertinent information.
- Develop and manage quality control processes and reporting, by leading the team that actively performs inspections and reviews of projects, recommends and documents corrective actions, tracks customer input and feedback, and monitors project outputs to ensure work meets customer (end-user) pre-established requirements.
- Through effective collaboration, develop and manage processes that control, monitor, and document changes to project scope and ensure that changes (work change directives, change orders, etc.) have been properly reviewed and evaluated before work is implemented.
- Through partnership with fellow Infrastructure Division management and executive staff, support the on-time, on scope, on budget, delivery of capital renewal projects by recommending actions to improve project performance.
- Through effective coordination with Infrastructure Division, Project Delivery, team, and HAS Finance, develop reports to track the performance of grant funding projects and ensure appropriate documentation is completed to remain in compliance with grant requirements.
- Develop and implement an Infrastructure Division process to receive, review, and evaluate project and initiative requests from internal HAS stakeholders, and develop accurate project costs and schedules for future capital and O&M, for consideration and approval.
WORKING CONDITIONS There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
MINIMUM REQUIREMENTS EDUCATION REQUIREMENTS Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline would normally be obtained through a formal 4-year degree from a college or university and a professional certification/licensing is required.
EXPERIENCE REQUIREMENTS More than ten years of experience is required.
LICENSE REQUIREMENTS Valid driver's license and compliance with the City of Houston driving policy (A.P. 2-2).
PREFERENCESPreference will be given to candidates who possess:
- Minimum ten (10) years of demonstrated experience in the management of complex, multiphase, capital programs.
- Proven and demonstrated experience implementing and managing a multi-project/program controls system, including financial and scheduling controls, for a major capital program.
- Knowledge of Earned Value metrics and understanding of project controls software such as Microsoft Project, Oracle P6 and other scheduling and estimating software.
- At least 5 years of demonstrated experience in managing teams with or without direct reporting responsibilities.
- Displays track record of proven success with schedules, cost control, estimating and risk management.
- Proven track record of leading controls on programs of $1 million or greater.
- Knowledge of web-based programs and project management systems.
- Proven experience in implementing and managing dashboard reporting systems.
- Demonstrated excellent written/verbal communications.
- Experience in trending, forecasting, and data analysis.
- Experience in establishing and monitoring program baselines and performance metrics.
- Knowledge of the use of project management control systems.
- Aviation industry experience is a plus.
