    The Port Equal Opportunity Officer directs and administers the equal opportunity policies and programs of the Port of Oakland in accordance with the mission, goals, and objectives as articulated by the Executive Director and approved by the Board of Port Commissioners. In addition to investigating and resolving equal employment opportunity related complaints, ensuring compliance with Port, Federal, and State disability policies, laws, and regulations under the American with Disabilities Act (ADA), the Port Equal Opportunity Officer will also be responsible for the diversity and inclusion initiatives at the Port.

    Examples of Duties

    Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed. Incumbent may perform other related duties at the equivalent level.
    • Directs the formulation and communication of the Port's equal opportunity programs and the policies and procedures to affect them; recommends to the Board of Port Commissioners proposed ordinances and resolutions; directs and approves the preparation of the Equal Employment Opportunity (EEO) agenda items for Board meetings.
    • Directstheperformanceoflong-rangestaffplanningprocesses;determinestheallocation of resources necessary to fulfill organizational goals and objectives; oversees the conduct of organization studies, investigations and surveys to determine the effectiveness of EEO programs; compiles statistical information in support of the above.
    • Recommends annual and long-term plans, programs, and budgets; exercises control over the planning, formulation and maintenance of expenditure control for the budget.
    • Investigates and prepares reports concerning employee complaints related to EEO violations, including complaints against Port tenants.
    • Implements policies, practices, and procedures required for compliance with the Americans with Disabilities Act (ADA) and the California Fair Employment and Housing Act (FEHA) provisions.
    • Requests, receives, and reviews medical information for temporary and permanent disability-related accommodations.
    • Maintains regular contact with managers, treatment providers, and employees regarding progress and status of accommodations and assists in the resolutions of any challenges.
    • Manages interactive dialogue process with employees with disabilities and employer to determine reasonable accommodations that enable employees to perform their essential functions and facilitates return-to-work efforts.
    • Works closely with departments to identify and determine appropriate reasonable accommodations that promote safety and timely return to work for employees with disabilities.
    • Act as a subject matter expert and resource regarding accommodation/work restriction issues and processes in compliance with local, state, and federal regulations.
    • Partners with Human Resources team and functions as a liaison to establish effective relationships with community-based organizations to ensure Port talent outreach efforts capture a diverse pool of candidates and community members
    • Design, implement, and facilitate diversity and inclusion program initiatives and best practices to integrate equity principles throughout the Port including communication strategies, measurements of effectiveness and resource group support.
    • Conduct training and workshops to enhance managers understanding of the law related to ADA and unlawful harassment; and to raise awareness and enhance understanding culture to foster a more inclusive and culturally competent workforce.
    • Performs other management functions as assigned.


    Minimum Qualifications

    EDUCATION AND EXPERIENCE

    This position requires education and experience reflecting possession of the required knowledge and skills. A typical combination would include: graduation from an accredited college or university with a Bachelor's degree in Public Administration, Business Administration, or related fields plus five years of professional equal employment opportunity related work experience as a senior officer.

    KNOWLEDGE, SKILLS AND ABILITIES

    To perform the typical tasks and duties of the position successfully, the knowledge, skills and/or abilities listed below are required.

    Knowledge of:
    • City Charter, Port Ordinances, Board of Port Commission By-Laws and Administrative Rules, and Port policies and procedures.
    • Civil Service Rules, Memoranda of Understanding, and other policies and procedures governing employee affairs.
    • Principles of equal employment opportunity.
    • Applicable local, state, and federal laws related to disability accommodation.
    • Current developments and trends in the interactive process.

    Skill in:
    • Defining management issues and analyzing problems by collecting needed information, evaluating and prioritizing causal factors and effects, discarding irrelevant factors, producing solutions and taking action or recommending action.
    • Negotiating with other parties from widely diverse backgrounds with diplomacy.
    • Communicating effectively in oral and written format to prepare clear, concise, and competent reports, correspondence and other materials in a timely manner.
    • Working under tight deadline and coordinating several concurrent assignments.
    • Working collaboratively across the organization and to maintain effective working relationships at all levels.
    • Meeting goals and objectives through effective personnel assignments, supervision, performance evaluations, and resource allocation.
    • Motivating subordinates and others through a presence of authority, responsibility and leadership.


    THE SELECTION PROCESS

    Stage I: Application and Supplemental Questionnaire Evaluation (Pass/Fail)- The first stage in the selection process will consist of an application and supplemental questionnaire appraisal review (pass/fail). Applications submitted without the completed supplemental questionnaire will be deemed incomplete and not given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage. Only the most suitably qualified candidates will be invited to Stage II.

    Stage II: Assessment Examination (Weighted 100%)- The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional other KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test your overall aptitude for the position.

    Candidates must achieve a scale score of 70 or more on this examination to be placed on the hiring list for employment consideration . The Port of Oakland reserves the right to modify the selection process as necessary to conform to administrative or business necessity.

    The Port of Oakland requires each incumbent to successfully complete a Transportation Security Administration (TSA) background check, which will include a fingerprint-based Criminal History Records Check (CHRC) and a Security Threat Assessment (STA), prior to being considered for this position. This status must be maintained for the duration of employment at the Port.

The retirement formula for new hires is 2% at 62 years of age or 2.5% at 55 for with other CalPERS service and/or reciprocity.
    • The Port offers retiree medical benefits for employees and dependents after 10 years of CalPERS service (including 5 years at the Port).

    Time Away from Work
    • From 2 to 5 weeks of vacation depending on years of employment at the Port.
    • 10 days of management leave for employees exempt from the Fair Labor Standards Act (FLSA).
    • 1 paid Floating Holiday per year.
    • 12 days of sick leave per year after three months of employment which includes 4 days of personal leave.
    • 13paid holidays as well as the second half of the shift on December 24 and December 31.
