    Minimum Qualifications
    Education and/or Equivalent Experience:
    • Graduation from an accredited high school or equivalent, plus eight (8) years of progressively responsible experience in construction maintenance, including seven (7) years of progressively responsible experience in the management, operation, and maintenance of a water distribution and wastewater collection system, including two (2) years of supervisory experience of maintenance/construction work groups.


    OR
    • Graduation with a Bachelor’s degree from an accredited college or university in business, technical, engineering, or another related field, plus four (4) years of experience in the management, operation, and maintenance of a water distribution and wastewater collection system experience in an area related to the individual job and two (2) years of supervisory experience of maintenance/construction work groups.


    Licenses or Certifications:
    • Valid Texas Class C Operator Driver License required at time of hire.
    • Positions in water distribution: A Class C Water Distribution License from TCEQ required at time of hire. A Surface Water License may substitute for the Class C Water Distribution License.
    • Positions in wastewater collection: A Class II Wastewater Collection License required at time of hire.

    The superintendent in this position will be responsible for overseeing and managing line location, small calls, and minor repair as part of Distribution System Services. This will have responsibility for managing both direct and indirect reports who respond to water infrastructure emergencies. This position must be able to manage a large budget, work with contractors and customers, as well as be able to participate in strategic planning and goal setting for the work group.

    Pre-Employment Requirements
    Job offers are contingent upon passing a Criminal Background Investigation. Job offers are also contingent on having a driving record that meets the City’s Driver Record Evaluation Standards.

    Driving Requirement:
    Applicants must hold a current applicable driver’s license and have no more than six (6) points assessed on Driver Record Evaluation ( DRE ). Please review the City of Austin Driving Standards to assess your driving record. DRE will be verified through the Department of Public Safety.

    All Austin Water worksite locations are tobacco-free. Use of tobacco products and/or e-cigarettes is not permitted on any AW worksite - including construction sites, parking lot, garage or in any personal vehicle located on the premises.
    Pay Range
    $35.50 - $45.27
    Hours
    Monday - Friday; 7:30 a.m. - 4:00 p.m.

    Must be available for overtime, call back, and on-call for emergency response on nights, weekends, and holidays or as required by business necessity.

    Preferred Experience:
    • Experience performing the full range of supervisory responsibilities, including the demonstrated ability to manage performance and employee career development plans
    • Skill and experience in planning and organizing while in a lead or supervisory role
    • Experience using geographic information systems ( GIS ) in a water or wastewater utility environment
    • Experience with Computerized Maintenance Management Systems ( CMMS ) such as HANSEN , INFOR , or other similar software
    • Experience working with other departments within an organization to network, collaborate and achieve established goals
    • Ability to read and interpret as-builts and plan sheets
    • Experience in business writing/editing and developing professional correspondence in a variety of formats
    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.


    1. Provides technical expertise on a variety of distribution and collection activities
    2. Reviews/evaluates/records data using PC’s and video equipment in preparing and producing reports to ensure quality, productivity and accuracy of work assignments
    3 .Interprets applicable Federal, State, and local ordinances and regulations and assures compliance
    4. Coordinates activities with engineers, construction inspectors, and other city departments. Communicates and responds to issues or concerns of constituents, other department and public and private entities. Act in liaison capacity with other departments, divisions, and organizations
    5. Prepares correspondence and reports.
    6. Investigates and responds to citizen complaints and concerns. Confers with property owners, other utilities, and regulatory agencies
    7. Evaluates progress and results and recommends major changes in procedures, processes and policies. Conducts independent inspections of project for quality control.
    8. Evaluates program objectives and documents alternatives or modifications; communicate changes to staff and oversees implementation of changes. Operates with substantial latitude for independent action or decision
    9. Assists in budget preparation
    10. Develops and implements procedures related to asset control
    11.Develops specifications for purchases.
    12. Ensure proper training and guidance is provided for personnel.

    Responsibilities- Supervision and/or Leadership Exercised:
    Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

    Knowledge, Skills and Abilities
    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.


    • Knowledge of the function of water and wastewater projects, engineering principles and practices, design, construction cost, and scheduling.
    • Knowledge of computer maintenance management systems and databases.
    • Knowledge of City of Austin policies and procedures related to pipeline operations.
    • Knowledge of City of Austin safety policies and procedures.
    • Knowledge of moderately complex utility mathematical formulas involving addition, subtraction, multiplication, and division of standard and metric units of measure using whole numbers, fractions, decimals, computing rate, ration, and percent.
    • Skill in communicating effectively both verbally and in writing.
    • Skill in using computers and related software.
    • Ability to establish and maintain good working relationships with internal and external customers.
    • Ability to understand, follow, and provide written and/or verbal instructions and training.
    • Ability to plan and manage teams engaged in complex operations and line maintenance program.
    • Ability to work in hazardous environments with exposure to hazardous chemicals, solvents, and adverse weather conditions.
    • Ability to work various work shifts, on-call, and call back hours.
    • Ability to meet and maintain driver eligibility standards detailed in the City of Austin Driver Safety Program while driving personal and City of Austin vehicles on official business.
    • Ability to demonstrate experience in the function of water and wastewater projects, engineering principles and practices, design, construction cost, and scheduling.
