Position Description:
The Capital Improvement Program Manager position, within the Transportation and Public Works Department’s Strategic Projects Division, will support the Program Director (Consulting Engineer) to successfully deliver the City’s 5-year, $48M Climate Pollution Reduction Grant ( CPRG ). The CPRG Program is responsible for planning, administering, and implementation of federal grant deliverables, including but not limited to coordinating and collaborating with interjurisdictional team, advising program leadership on implementation strategies and opportunities, developing and monitoring quality assurance procedures and ultimately, delivering grant outcomes. As such, this position will be responsible and manage a full range of project delivery services including development and implementation of program scopes, schedules, budgets, criteria, timelines, and other program activities. In addition, this position will serve as the quality assurance manager for federal grant compliance.

Preferred Experience: - Experience planning, developing, and overseeing complex, capital improvement programs.
- Strategic planning experience with a preferred focus on multi-modal transportation infrastructure.
- Experience leading, facilitating, and coordinating work across interdepartmental and interagency teams including project delivery, finance, legal, public information, and contract procurement.
- Ability to manage multiple projects simultaneously, ensuring each project meets its objectives and deadlines.
- Project management experience with an ability to develop and maintain detailed project schedules and work plans.
- Experience with financial analysis and reporting to support project planning, budgeting, and implementation throughout the project lifecycle.
- Experience with contract procurement for capital and operational scope and expenses.
- Experience developing program management plans.
- Experience preparing presentation and materials for City Council, Boards and Commissions, and community engagement.
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned. Advises the Division Manager, Department Director, and City Management on issues, opportunities, and status. Coordinates the development and implementation of comprehensive, integrated capital improvement plans that support City goals and priorities. Aligns departmental capital programs with the City’s Capital Improvement Plan and resolves issues as necessary. Monitors the implementation of the City and departmental Capital Improvement Plans. Conducts presentations and acts as representative for the division, department, City management, boards and commissions, and other stakeholders as appropriate. Coordinates and monitors the planning, development, and implementation of the City’s general obligation bond programs. Develops and evaluates plans scope, criteria, and timelines for a variety of projects and program activities. Develops policies and procedures. Collaborates with the Budget Office on program planning and budgeting. Provides technical assistance and advice to city management, departments, citizens and other stakeholders.
