    Job Summary:

    Under general direction, the Financial and Strategic Analyst will provide advanced functional expertise and leadership to support for the Jack H. Brown College of Business and Public Administration (JHBC). This position is responsible for budget planning, financial projections, data interpretation, analysis, and assessment to enhance JHBC's administrative functions. The Financial and Strategic Analyst will develop financial models to support short and long term goals, facilitating informed decision-making processes within the college.


    Duties and responsibilities


    Financial and Strategic Analysis:

    Develop budget plans, financial projections, analysis, and assessments for the Jack H. Brown College (JHBC) of Business and Public Administration. Develop and maintain the development of financial models to support decision-making processes within the college. Monitor contracts and grants, ensure timely invoicing and reimbursement processing while adhering to university policies and funding agency requirements. Maintain accurate and up-to-date financial records, prepare financial reports, and provide recommendations to enhance financial sustainability. Lead the coordination of facilities maintenance and capital improvement projects to ensure optimal utilization of resources and infrastructure improvements. Provide lead work guidance and direction to administrative support staff to ensure consistency in financial procedures and compliance with university guidelines. Maintain and review JHBC General Fund, State Trust, Philanthropic, and Auxiliary accounts in matters related to purchase orders, check requisitions, travel requests, facility work orders, and faculty/staff requisitions, as necessary to ensure continuity in financial operations during the Dean’s absence.

    Operational and Administrative Functions:

    Under general direction of the Dean, propose and implement the planning and organization of the college’s daily operations of the JHBC with a focus on efficiency and effectiveness in administrative processes. Serve as a key resource and referral point for administration, faculty, and staff, offering clarification on university policies and procedures. Monitor the issuance of part-time faculty appointment contracts each semester, ensuring accuracy and compliance with university policies. Ensure compliance with faculty additional pay policies while processing stipends and review faculty overload pay. Monitor procurement programs within the departments, ensuring cost-effectiveness and adherence to procurement policies. Resolve financial and operational issues with the University’s Accounting Department, Purchasing Department, Budget Office, Foundation, CEGE, Academic Affairs, and Faculty Affairs & Development, providing timely resolutions to administrative challenges. Support the strategic direction of graduate programs, managing the allocation and utilization of Graduate Business Professional Funds to enhance program effectiveness.

    Administrative Team Leadership and Policy Implementation:

    Serve as lead for the administrative support team, including Administrative Support Coordinators, the College Office Coordinator, and the Assistant to the Dean. Provide a structured forum to discuss policy implementation, financial reporting updates, problem identification, and resolution strategies. Foster cross-department collaboration and encourage the sharing of best practices to improve administrative efficiency. Participate in Senior Leadership Team meetings alongside Department Chairs, Program Directors, Associate Deans, and the Dean, contributing insights and recommendations on policy and operational improvements. Serve as a liaison between the Senior Leadership Team and the Administrative Support Team, ensuring that administrative concerns and recommendations are effectively communicated and addressed.

    Staff Lead and Staff Development:

    Act as the lead of the College Office Coordinator, who leads the Dean’s Office Student Assistance staff. Conduct regular meetings to review job assignments, help set performance goals, and establish work priorities. Provide training and orientation to enhance the skills and effectiveness of administrative staff in the JHBC. Provide input for staff evaluations according to the university’s performance assessment schedule, providing constructive feedback and suggesting performance improvement plans when necessary. Monitor responsibilities related to faculty office space assignments, ensuring optimal allocation based on faculty needs and available resources. Monitor the procurement of furnishings, supplies, and equipment, ensuring alignment with budgetary constraints and college priorities. Monitor college-wide attendance by reviewing the time reporting/payroll certifying process, and review absence management reports while ensuring accuracy and compliance with university policies.

    Strategic Planning and Policy Development:

    Work with minimal supervision on complex and critical programs within the college that may have system-wide implications, requiring advanced knowledge of organizational structures, policies, and procedures. Conduct in-depth financial and operational analyses to support strategic, long-term planning efforts. Develop and implement policies that address emerging challenges and opportunities within the college, often creating new frameworks where precedents do not exist. Serve as a key technical advisor to th JHBC Dean, Department Chairs, and Directors to develop strategic objectives and policy improvement. Utilize data-driven insights to recommend and implement process improvements that enhance operational efficiency and financial sustainability. Help lead business innovation initiatives, designing and implementing new strategic approaches that align with the college’s mission and long-term objectives. Address complex problems from a broad, interactive perspective, leveraging advanced research and analytical skills to devise innovative solutions. Maintain high-level and diverse contacts within the university system and with external entities, facilitating partnerships and collaborations that support the college’s strategic goals.

    Other Duties Consistent with the Classification as Assigned

    Minimum Qualifications:
    • Bachelor's degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
    • Five to six years of related experience.

    Required Qualifications:
    • Extensive and in-depth knowledge of and ability to apply expertise in the advanced theories, principles, methods and practices associated with the functional specialty, program, and/or organizational unit, including applicable internal policies and procedures and pertinent laws and regulations. Laws and regulations are highly complex and require substantial judgment and discretion in interpreting and applying them to the specialty or program area. Incumbents at this level often may have certification in a specialty area.
    • Substantial and broad knowledge of public and private entities including their organizational and operating structures, internal systems, and functional areas, as well as the impact of critical external entities on an organization. Ability to integrate and apply this knowledge to anticipate problems and assess the impact of proposed solutions on various organizational areas.
    • Extensive and in-depth knowledge in project management including research and analytical methodologies.
    • Ability to interpret and integrate complex data and information to formulate appropriate courses of action which have broad and far reaching impact.
    • Ability to understand and analyze complex problems from a future-oriented and broad interactive perspective and readily develop proactive solutions that integrate strategic goals into tactical operations.
    • Ability to effectively use applicable information systems and applications in analysis, research, and reporting activities and projects.
    • Ability to effectively communicate with and influence high-level and diverse contacts inside and outside of the CSU system.
    • Ability to effectively use all communication methods and formats and to use expertise, as well as persuasion and negotiation skills, to build consensus to achieve short- and long-term goals and objectives.

    Preferred Qualifications:
    • Three years of work experience as an analyst or equivalent.


    Compensation and Benefits:


    Anticipated Hiring Range: $8,333 - $9,750 per month

    Classification Salary Range: $6,970 - $13,544 per month

    The salary offered will take into account internal equity and experience among other factors.

    The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year.     Position Information:

    Full-time Exempt Probationary

    Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.

    Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

    Drivers License Check

    Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

    Mandated Reporter

    The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

    Campus Security Authority

    This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
