    Position Scope

    GENERAL PURPOSE: Under general supervision, inspects ongoing residential and small commercial construction projects for compliance with all building and construction codes, City regulations, and construction plans.

    Primary Duties and Responsibilities

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
    • Inspects structural, electrical, plumbing and mechanical installations at a level of complexity generally found in residential construction to ensure that work complies with the City Construction Code, the Zoning Ordinance, and other applicable regulations and approved plans and specifications;
    • Provides information to contractors, owners, or other customers regarding the Construction Code and other regulatory requirements and specifications;
    • Monitors an assigned geographical area to identify construction being performed without a permit and for dangerous structures;
    • Issues notices of violation where unsafe or illegal conditions exist, and conducts follow-up inspections to ensure corrections are made;
    • Monitors and inspects the construction of City projects with, other departments, contractors, and subcontractors;
    • Responds to citizen complaints and requests for information regarding construction projects;
    • Performs inspections in accordance with approved plans and all disciplines;
    • Requires construction corrections to be made when deficiencies are discovered and assists builders and owners in determining methods to achieve code conformance;
    • Conducts site inspections and authorizes release of Certificate of Occupancy;
    • Documents construction project progress;
    • Inspects projects for Americans with Disabilities Act (ADA) compliance;
    • Performs other duties as assigned.


    Minimum Qualifications & Position Requirements

    Education and Experience:
    High School Diploma or GED equivalent and one (1) year of building construction experience working at a skilled journey level in electrical, plumbing, mechanical, carpentry, masonry or related building trades, or certification by a model code agency as an Inspector or Plan Reviewer; OR an equivalent combination of education and experience.
    Necessary Knowledge of:
    • City Construction Code and the Zoning Ordinance applicable to construction and associated rules, regulations, and standards.
    • Materials and methods used in residential construction including carpentry, masonry, plumbing, mechanical, and electrical.
    • Americans with Disabilities Act (ADA) construction requirements.
    • Stages of construction when possible violations and defects may most easily be observed and corrected.
    • Mathematical principles required to perform related technical calculations.
    Skills and Ability to:
    • Perform assigned inspections.
    • Accurately read and comprehend construction plans.
    • Detect possible defects and faults in construction and recommend or stipulate appropriate remedial measures.
    • Objectively interpret and consistently apply code requirements and related standards in accordance with department policies.
    • Communicate in the English language by phone or in person in a one-to-one setting.
    • Observe or monitor objects to determine compliance with prescribed operating or safety standards.
    • Use graphic instructions, such as blueprints, schematic drawings, layouts, or other visual aids.
    • Measure distance using a tape measure.
    • Sort, distribute, and file material such as plans, permit files, notice of ordinance violations, and survey sheets in some prescribed manner.
    • Work cooperatively with other City employees and the general public.
    • Work safely without presenting a direct threat to self or others.
    • Operate a personal computer utilizing a variety of business software.
    Additional Requirements:
    • Possession of, or required to obtain within 12 months of hire, one of the following certifications from a recognized code publishing organization: Building Inspector, Electrical Inspector, Plumbing Inspector, Mechanical Inspector, Building Plans Examiner, Combination Plans Examiner, Accessibility Inspector/Plans Examiner, Residential Combination Inspector, or Commercial Combination Inspector.
    • All positions require the use of City vehicles. Individuals must be physically capable of operating the vehicles safely and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.
    12 Month Goals:
    • Develop a thorough understanding of the city of Buckeye building codes and amendments.
    • Develop proficiency in building inspection software.
    • Perform timely and efficient same-day inspections for assigned projects.


    Additional Information

    Physical Demands / Work Environment: Work is performed outdoors in potential extreme weather conditions and in standard office environment. Work requires heavy physical exertion and effort. Forces exerted are equivalent to lifting between 25 and 50 pounds. Work requires occasional to frequent standing, sitting, walking, lifting, kneeling, crouching, crawling, bending, pushing/pulling, reaching overhead, twisting, climbing, balancing, and entering confined spaces. Work could involve the coordination of body movements involving various body postures to include the travel over rough, uneven, or rocky surfaces or terrain, and maneuver around scaffolding, bracing, or unfinished construction elements.
    Reports To: Building Inspector III or designee

    FLSA Status: Non-exempt
