About the PositionUnder direct oversight from the Utilities Technology Supervisor, the Instrumentation and Controls Apprentice performs a variety of skilled work, to include installing, maintaining and repairing the measuring and control devices used in industrial, commercial processes of the City's Water and Wastewater facilities.
Starting salary is $23.98/hour
Incremental increases based on hours worked and strict performance goals outlined within the Apprenticeship program: - 1000 work hours - increase to $24.65/hour
- 2000 work hours - increase to $25.33/hour
- 3000 work hours - increase to $26.01/hour
- 4000 work hours - increase to $26.69/hour

Minimum QualificationsEducation and Experience- A High School diploma or General Educational Development (GED) certificate.
- Experience performing installation, repair and maintenance of electrical equipment, troubleshooting and staging of Instrumentation hardware, software and related equipment, preferably in a water/wastewater plant or facility.
Licensing, Certifications and Other Requirements- Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
- Must obtain within two years of hire a Grade I operator certification from the Arizona Department of Environmental Quality in Water Treatment or Wastewater Treatment. Must maintain certification throughout employment.
- This position requires satisfactory results of a pre-employment drug screen and background investigation.
- Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
Must meet all of the following conditions within 36 months from date of hire as written within an approved performance plan:
- Complete all control systems training.
- Complete CPR/AED training.
- Complete all necessary safety training.
- Complete 4,000 hours of on the job contact training.
- Must maintain performance level achieving all performance expectations as outlined to remain within the Apprenticeship Program and be eligible for assignment to the position of Instrumentation and Controls Technician I.
- Obtain Grade I certification from the Arizona Department of Environmental Quality (ADEQ) in Water Treatment or Wastewater Treatment.
Other pertinent licenses and/or certifications may be required of some positions depending on division/department/service assignment.
Essential FunctionsPerforms duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
- Inspects tests, adjusts, and repairs electric, electronic, mechanical, and pneumatic instruments and systems used to indicate, record, and control generating operations in Water and Wastewater plants: Inspects meters, indicators, and gauges to detect abnormal fluctuations.
- Tests accuracy of flowmeters, pressure gauges, temperature indicators, controllers, radiation counters or detectors, and other recording, indicating or controlling instruments to locate defective components in system, using test equipment, such as pressure gauges, mercury manometers, potentiometers, pulse and signal generators, oscilloscopes, transistor curve tracers, and ammeters, voltmeters, and watt meters.
- Works with a wide variety of pneumatic, electronic and microcomputer devices used to measure and control pressure, flow, temperature, level, motion, force, and chemical composition.
- Maintains instrumentation documentation for ADEQ water quality requirements.
- Consults manufacturers' manuals to determine test and maintenance procedures.
- Uses pneumatic, electrical and electronic testing devices to inspect and test instrument and system operation, and diagnose faults.
- Repairs, maintains and calibrates level, pressure and flow telemetry; installs, maintains, repairs and calibrates all types of process instrumentation used for monitoring water/wastewater parameters such as level, pressure, flow, chemical concentrations, turbidity and pH consult with and advise process operators.
- Repairs, maintains and adjusts system components or removes and replaces defective parts.
- Calibrates and maintains components and instruments according to manufacturers' specifications.
- Installs and maintains instruments on new or existing plant equipment and processes.
- Develops repair procedures, service records, software installation, manuals, imaging and schematics.
- Installs miscellaneous communications equipment, as required.

- Operate a variety of standard office equipment including a computer, printer, telephone, copy and fax machine requiring continuous and repetitive arm, hand and eye movement.
- Exposed to harsh substances; be exposed to foul odors within acceptable ranges/levels; work in confined spaces; ascend and descend ladders up to 50 feet in height; wear protective apparel including, but not limited to, goggles, face protectors, aprons, fall protection, shoes and a respirator, as required by OSHA standards.
- Operate a motor vehicle and travel to/from various City locations.
