DESCRIPTION PROVISIONAL APPOINTMENT This is a provisional appointment opportunity. Provisional appointments are temporary and valid until a priority or eligible list becomes available for the classification. Provisional appointments are valid for 150 days unless extended and approved by Civil Service Commission. If you would like to be considered for this position permanently, you will be required to complete the Civil Service examination process. If you are not selected to fill the position on a permanent basis, your provisional appointment will be terminated. For City Employees: if you hold permanent status in another classification, you will be reinstated back to the position you held before the provisional appointment.
The Department of Financial Management oversees the City’s financial and fleet services operations and serves as a financial adviser to the City Manager and City Council. The Department is organized into the following bureaus: Administration, Accounting, Budget Management, Business Services, Commercial Services, Fleet Services and City Treasury. The Department’s mission is to help the City Manager, Mayor and City Council keep the City financially strong, and to provide high quality fleet operations.
The Accounting Bureau in the Department of Financial Management has one opening for a Senior Accountant (Provisional). The Accounting Bureau effectively controls, reviews and administers the City’s accounting system and financial functions in accordance with professional standards. The City’s general accounts payable and payroll functions are part of the Accounting Bureau. It provides other departments with general, grant and capital project accounting services, in addition to assisting with City financings, annual budget and special projects at the direction of the Director of Financial Management.
This position will backfill the work that is currently being performed by staff that will be participating in the Enterprise Land Management (ELM) implementation projects.
EXAMPLES OF DUTIES- Performs complex professional accounting work in the preparation and maintenance of financial records and reports, including the City's Annual Comprehensive Financial Report (ACFR), in compliance with federal and state requirements, regulations and laws, as well as City policies and procedures
- Assists in the research, interpretation and implementation of Governmental Accounting Standards Board (GASB) pronouncements
- Responsible for planning, assigning, supervising and reviewing the work of a group of professional and support personnel, and provides direction, training, and technical guidance to staff
- Provides guidance and training to City departments on financial systems, accounting procedures and processes, and internal controls
- Assists in coordinating audits conducted by internal and external auditors and other regulatory agencies
REQUIREMENTS TO FILEApplicants must meet the following requirements:
- Bachelor’s degree or higher in accounting or a current CPA certificate (proof required)*
- Four years, recent full-time professional-level accounting experience including two or more years of responsibility for supervising a major accounting function.
- Knowledge of all duties of the classification and the principles of supervision

- Establishing and maintaining effective working relationships with others during the course of work
- Planning, coordinating and managing audits
