  • Job Description

    Description

    Supervises personnel in the inspection, repair, and maintenance of traction power substations, power contact systems, tunnel ventilation systems, and tunnel lighting systems to help ensure smooth day-to-day operations and safety of rail transit.

    Examples of Duties

    • Plans, organizes, and assigns repair and maintenance work of traction power systems and equipment
    • Investigates, troubleshoots, and diagnoses traction power system and equipment problems
    • Conducts inspections of equipment and traction power distribution facilities
    • Reviews and approves inspection reports
    • Develops and administers preventive maintenance program; maintains tracking system of all repairs and maintenance work performed, inspections, and equipment and system performance
    • Develops and administers staff training programs
    • Provides input on design and maintenance of traction power systems for new rail projects to ensure compliance with operational needs and design standards
    • Responds to power distribution system emergencies and initiates repairs to ensure restoration of service
    • Identifies equipment and materials needed to maintain traction power system; initiates requisitions for parts, material, equipment, and outside labor procurement necessary to perform designated maintenance
    • Provides flagging assistance during revenue and non-revenue service periods to control local train movement
    • Assists staff with repair and maintenance during revenue and non-revenue service periods
    • Deploys, mounts, and operates high-rail departmental equipment during revenue and non-revenue service hours adjacent to train movement
    • Utilizes hand-held radios to effectively communicate with staff and direct equipment during revenue and non-revenue service periods
    • Oversees and implements repairs to equipment and materials, which also includes external vendors and/or other parties who make repairs to revenue and non-revenue service equipment
    • Provides hands-on training to employees utilizing live equipment which supports revenue and non-revenue service periods
    • Supervises subordinate
    • Enforces safety regulations and instructs subordinates on the use of safety devices and procedures
    • Accounts for subordinate and personal compliance with all of Metro's safety rules, polices, and procedures
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Associate's Degree in a related field or equivalent training from a recognized trade school

    Experience
    • Three years of relevant experience performing installation, repair, and maintenance of traction power substations and overhead catenaries or contact rail systems

    Certifications/Licenses/Special Requirements
    • Valid California Class A driver's license or the ability to obtain one within a reasonable time frame
    • Must comply with all California Occupational Safety & Health Act (Cal/OSHA) regulations and utilize approved safety equipment and protective gear "including but not limited" to respirators and/or hearing protective devices (HPD), if and when required
    • Must comply with and ensures assigned staff comply with all regulatory policies federal, state, and local agencies, such as EPA (Environmental Protection Agency), AQMD (Air Quality Management District), FRA (Federal Railroad Administration), and CPUC (California Public Utilities Commission)
    • Must have normal color vision
    • Overtime, on call, weekend/holiday work required when necessary
    • Positions in this job classification are considered safety-sensitive and subject to drug and alcohol testing, including random testing, under Federal Transit Administration (FTA) regulations
    • Required to move objects weighing up to 50 pounds
    • Required to work at heights up to 125 feet


    Essential Knowledge

    Knowledge of(defined as a learned body of information that is required for and applied in the performance of job tasks)
    • Theories, principles, practices, and procedures of repair and maintenance of rail traction power distribution systems and components
    • Materials and equipment used for the installation, repair, and maintenance of traction power equipment and distribution systems
    • Standard safe operating procedures for working on main-line and wayside equipment
    • Applicable local, state, and federal laws, rules, and regulations governing transportation policies, OSHA and other safety and environmental issues related to vehicle maintenance
    • Safe and proper use of tools and equipment
    • Principles of supervision

    Skill in(defined as the proficient manual, verbal, or mental utilization of data, people, or things)
    • Planning, organizing, and monitoring work of a traction power systems and equipment maintenance work unit
    • Analyzing situations, identifying problems, and recommending solutions
    • Interacting professionally with various levels of Metro employees and outside representatives
    • Communicating effectively orally and in writing

    Ability to(defined as a present competence to perform an observable behavior or produce an observable result)
    • Oversee, plan, and direct the work of others in the inspection, installation, repair and maintenance of rail traction power equipment
    • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
    • Understand, interpret, and apply blueprints, schematics, and specifications
    • Prepare comprehensive reports and correspondence
    • Maintain records, logs, and files of activities
    • Work at heights up to 125 feet
    • Supervise subordinate
    • Travel to offsite locations
    • Read, write, speak, and understand English

    Long-Term Disability Insurance- 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

    Pension Plan- PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
