Building and Safety Engineering Manager.* Building and Safety Engineering Manager is responsible for overseeing the operations, policies, and procedures within the Building and Safety- Plan Check Engineering Unit. This includes ensuring compliance with building codes, managing personnel, and coordinating plan checks and inspections. The Engineering Manager will also lead initiatives for continuous improvement and serve as a technical resource for staff and the public.
Essential duties may include:
- Leadership & Supervision: Assist with developing and implementing division goals, objectives, and policies; supervise, train, and evaluate assigned professional, technical, and clerical personnel; ensure uniform application of applicable codes and regulations.
- Plan Check & Inspection Coordination: Oversee the review and approval of plans, structural calculations, and other related documents to ensure compliance with the California Building Code (CBC), California Residential Code (CRC), California Electrical Code (CEC), and Mechanical, Electrical, and Plumbing (MEP) standards.
- Code Interpretation & Compliance: Review and recommend updates to applicable building codes and regulations; interpret codes, provide technical guidance to builders, contractors, and property owners, and respond to inquiries regarding policies and procedures.
- System Management: Oversee the operation and maintenance of the computerized building permit processing system.
- Budget & Reporting: Assist in preparing and administering the division budget; prepare reports, memos, and manuals regarding division operations as requested.
- Plan Review & Approval: Review and approve building plans for state and county compliance with zoning codes; resolve disputes and approve major projects and Certificates of Occupancy.
- Community & Public Relations: Represent the department in public forums, meetings, and professional committees; provide technical assistance to outside agencies, business groups, and community organizations.

Minimum Requirements License: All qualified candidates must hold current status as a registered Professional Civil Engineer with the State of California Department of Consumer Affairs.
Qualified candidates must meet one of the following combinations of education & experience options: OPTION 1 Education Bachelor's degree from an accredited college/university in Civil Engineering or a closely related field.*
Experience Two (2) years of full-time equivalent supervisory experience overseeing and directing engineering and technical staff in the execution of responsibilities related to building safety, structural design, and/or construction management.

Experience Four (4) years of full-time equivalent supervisory experience overseeing and directing engineering and technical staff in the execution of responsibilities related to building safety, structural design, and/or construction management.
Notes: - Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education Degree Equivalency Evaluation: Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.
Desired QualificationsThe ideal candidate will posses:
- ICC Certificate as Building Plans Examiner.
- Five (5) to seven (7) years of experience as a Plan Examiner, with familiarity with the California Building Code (CBC), California Residential Code (CRC), California Electrical Code (CEC), and Mechanical, Electrical, and Plumbing (MEP) standards
- Experience in the preparation and presentation of reports and handling highly visible and politically sensitive issues of public interest.
- Experience with outside agencies, and with the ability to plan, coordinate, and over the public counter and field inspector operations.
- Experience with improving operations and permitting processes, initiating new ideas, and fostering staff cooperation.
- Certified Access Specialist" (CASp) certification is highly desirable.
