    Essential Job Functions

    An Assistant Airport Manager is responsible for performing a combination of the following essential job functions:

    • Assists in managing the work of personnel engaged in general airport operations and aircraft fueling servicesby supervising personnel.
    • Ensuring personnel are adequately trained and certified.
    • Evaluating performance and workload statistics.
    • Collaborating with others to allocate personnel and equipment.
    • Directing and reviewing the results of inspections within subordinates' assigned airports in order to ensure that quality service is delivered in a timely and productive manner that supports departmental goals and objectives.
    • Handles the leasing of airport buildings, hangars, and tie-downs by resolving disputes.
    • Authorizing exceptions to standard operating policies or procedures in order to meet emergency or other special conditions.
    • Oversees the day-to-day operation of an airport by providing immediate instruction and execution of the airport operations procedures, best management practices, aircraft fueling protocol, and Department/Division policies and protocols at a County airport.
    • Inspecting and/or overseeing the inspection of equipment and structures.
    • Ensuring the proper maintenance of airport facilities, equipment, and buildings ensuring the proper response to emergencies.
    • Implementing and monitoring the enforcement of the requirements and compliance with minimum standards, permits, lease, license, and other operating agreements.
    • Ensuring the compilation of daily receipts of rents and fees and reconciling discrepancies/errors in order to ensure operational and maintenance standards are being met.
    • Assists in serving as a departmental liaison by representing the department at meetings and/or events.
    • Meeting with internal and external stakeholders to collaborate with and resolve problems.
    • Counseling resident and transient pilots on safety and noise abatement practices.
    • Disseminating information regarding the airport.
    • Collaborating with organizations in order to ensure that the Department of Public Works is serving airport tenants, airport users, and the local community.
    • Assists with the budget and purchasing for an airport by preparing, and/or submitting budget, supply, and materials requests.
    • Reviewing and approving requests for overtime, equipment replacement, supplies, building and equipment repairs.
    • Directing the allocation of resources to accomplish budget objectives.
    • Submitting proposals in order to make effective use of resources and ensure departmental funds are utilized in a fiscally responsible manner.


    Requirements

    MINIMUM REQUIREMENTS:
    We are looking for dedicated individuals who meet one of the following requirements:
    - Option I: Three years of experience in the maintenance and repair or operation of airport facilities and equipment*
    - Option II: Two years of experience in the maintenance and repair or operation of airport facilities and equipment and a current private or commercial pilot's certificate**

    LICENSE:
    A valid California Class C Driver License is required to perform job-related essential functions. -AND- *** A Red Cross Standard First Aid and CPR (Cardiopulmonary Resuscitation) Certificate.

    Successful applicants for positions that require driving must obtain and present a copy of their driver license and driving record from the California State Department of Motor and Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant’s driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted or revoked.

    Successful applicants for this position must obtain and present a copy of their Red Cross Standard First Aid and CPR (Cardiopulmonary Resuscitation) Certificate before final appointment.

    PHYSICAL CLASS:
    Physical Class III- Moderate: This class requires that the incumbent stand or ambulation most of the time with bending, stooping, squatting, twisting, reaching, working on irregular surfaces, occasional lifting of objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.

    SPECIAL REQUIREMENT INFORMATION:

    *Maintenance, repair or operation of airport landing field facilities and equipment is defined as maintaining and repairing airport structures (e.g., hangars and buildings), airport infrastructure (e.g., runways, taxiways, and apron areas), airport facilities (e.g., lighting, signage, and navigational aids), and airport vehicles and equipment.

    ** To qualify under Option II, you must provide a current private or commercial pilot’s certificate. This supporting documentation must be attached at the time of filing or provided via email within 5 business days from applying to sstewart@hr.lacounty.gov .     * *Successful completion of a Red Cross Standard First Aid and CPR program issued by a provider authorized by the American Red Cross or American Heart Association.

    MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENT(S) ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

    Only those candidates that achieve a passing score of 70% or higher in Part I will advance to Part II.

    Applicants must meet the requirements and achieve a passing score of 70% or higher on each weighted exam part in order to be placed on the eligible register.

    If you have taken identical components recently for other exams, your responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.

    ELIGIBILITY INFORMATION:

    Your score will be valid for twelve months from the date of your assessment results notice.
