    ABOUT THE POSITION

    The Clark County Elections Department is seeking qualified candidates to apply for the Election Operations Supervisor position. Qualified candidates will understand NRS and NAC in relation to the mail ballot process. This position will assist in supervising permanent and temporary staff in the Mail Ballot Division, direct specific operational functions, and review and evaluate the work of others. The Election Operations Supervisor plans all logistics to ensure efficiency in the mail ballot process in coordination with the Manager Election Administration and subordinate supervisors. This position requires mandatory overtime during various periods in the election cycle including weekends and holidays.

    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

    MINIMUM REQUIREMENTS

    Education and Experience: Equivalent to a Bachelor's Degree AND two (2) years of full-time technical or specialized election operations experience, one (1) of which must have been in a supervisory capacity. Experience in election operations that has provided the skills and knowledge required for an individual to perform all job functions may be substituted for the education on a year-for-year basis.

    All qualifying education and each experience must be clearly documented in the “Education” and “Work Experience” sections of the application.     Working Conditions: Work overtime or off-shift work on a seasonal basis.

    Licensing and Certification: Must possess a valid Nevada Class C Driver's License at time of appointment.

    Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

    Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

    EXAMPLES OF DUTIES

    • Plans, organizes, assigns, supervises, reviews and evaluates the work of election operations and support staff.
    • Recommends selection of staff; trains assigned staff in work procedures; administers discipline as required.
    • Provides input into the budget and goal setting processes; maintains budgetary records by specific election programs.
    • Supervises the receipt and preparation of early voting and mail ballots for tabulating; oversees the receipt and preparation of election night returns; conducts early voting and electing day polling place analyses.
    • Selects, inspects and procures polling places and receiving centers; assigns precincts to polling places and receiving centers; prepares bids and contracts for election materials and equipment and for logistical services.
    • Assists in the development of the ballot in multiple formats through the use of manual and physical configurations and an election database system.
    • Prepares election-related pamphlets, brochures, instructional guides, advertising and promotional materials.
    • Assists in the development of election calendars; monitors details to ensure that deadlines are met.
    • Answers inquiries, provides information and resolves complaints regarding election operations and logistics that requires the use of judgment and the explanation of laws, policies, rules and procedures.
    • Develops, recommends and implements improved operating procedures, forms and work processes; assists with the development and administration of the election operations budget.
    • Compiles operational and statistical data and information; evaluates such data and recommends operational decisions based upon the information; maintains various records and prepares special and periodic reports.
    • Assists the warehouse supervisor in the preparation of electronic voting machines for elections.
    • Oversees the preparation of the ballot card order; ensure the accuracy of hard cards, mail ballots, sample ballots, and sample ballot labeling.
    • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
    • Uses a variety of standard office equipment, including a computer, in the course of the work.
    • Drives a personal or County motor vehicle to precincts and training sites.


    PHYSICAL DEMANDS

    Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle in order to reach election and training sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
