DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The purpose of the Supply Chain Management I Contracts Section is to provide business management and administration of contracts for the Houston Airport System (HAS) business units. The team is the source of authority for approving actions that reflect the formal business relationship between HAS and the contractor. The Contracts Section is responsible for supporting contract administration and compliance for HAS contracts. The Division Manager of Contracts is responsible for managing a team of three (3) direct reports. The Contracts team is responsible for researching and assisting business units with service agreement questions that arise, ensuring new agreements are loaded in SAP and creating SAP documents required for new Council action approval items, issuing purchase orders (PO) for maintenance contract other service requests (OSR), executing agreement extension options as available, as well as updating SAP for approved construction project changes. In addition, the Contracts team is responsible for ensuring that all current services agreements have up-to-date insurance and bonding information on file.
"Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required." Duties and responsibilities for the Division Manager includes but is not limited to:
- Manages, trains, develops, counsels and evaluates staff performance.
- Assists in the design and implementation of special systems, plans and projects.
- Establishes policies, procedures, guidelines and project schedules.
- Researches, reviews and evaluates new data, reports, products and other information.
- Acts as liaison to other departments, government agencies and private sector.
- Reviews, evaluates, selects and implements hardware and software products.
- Assists departments and general public in obtaining and explaining technical and non-technical information.
- Develops and interprets codes, ordinances and specifications.
- Drafts and reviews proposed contracts, correspondence, letters of agreements and amendments.
- Manages and negotiates procurement terms and conditions with potential vendors.
- Provides technical advice, consultation and support to departments and other agencies and groups.
- Coordinates the preparation, implementation and monitoring of the budget and expenditures.
- Develops methodologies for creating project data.
- Performs other duties as assigned.
WORKING CONDITIONS The position is physically comfortable, the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. Requires the ability to make simple gross motor responses within large tolerances.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity. A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

PREFERENCES PREFERENCES Preference will be given to applicants with extensive contract and procurement experience with the ability to interpret contract language and requirements. Proficient in Microsoft Office products (Word, Excel, PowerPoint, and Outlook). Consideration will be given to applicants with previous extensive professional procurement experience in specification development, contract terms and conditions, and procurement processes. The ideal candidate will have experience in the supervision/management of contract administration and compliance. Professional procurement and/or contract management certification is a plus (CPPB,CPPO,CPCM,CPMetc.). Preference will be given to candidates a valid Texas Driver's License in compliance with the City of Houston's policy on driving (AP 2-2).
