    Announces a Recruitment for the Unclassified Position of
    Field Services Division Administrator

    Recruitment Open To: All qualified applicants. This is a full-time, permanent,
    unclassified position appointed by and serves at the pleasure and sole discretion of the
    Director of the Department of Motor Vehicles (DMV).

    DUTY LOCATION/TRAVEL: Reno, Nevada OR Las Vegas, Nevada. In-State and Out-of-
    State travel required.
    APPROXIMATE Annual Salary: $128,323 plus benefits*. Salary reflects
    retirement (PERS) contributions by both the employee and employer. An Employer
    paid contribution plan is available at the election of the employee and results in a
    reduced gross salary. The State benefits package includes a retirement system, paid
    health, vision, dental, life and disability insurance; 12 paid holidays, and paid sick and
    annual leave. Other employee paid benefits such as deferred compensation plans are
    available. Salary and benefits may be increased or decreased by the Nevada State
    Legislature every two years.

    POSITION RESPONSIBILITIES: Under general supervision of the DMV Director and
    Deputy Director, the Administrator of FSD is responsible for providing leadership,
    direction, and development of public policy to accomplish the mission of the division.
    The incumbent administers the provisions of law and regulation as related to the
    division; directs and controls operations and programs; provides input in the
    development and implementation of programs, policies, and procedures; and actively
    leads and participates in strategic and budgetary planning.

    The Administrator leads, coaches, and mentors direct reports who are managerial,
    supervisory, professional, and support staff; interviews and selects qualified personnel;
    delegates authority and responsibility to appropriate levels; participates in development
    of performance standards and measurements; facilitates performance reviews and
    evaluations; provides appropriate counseling, guidance, and training; recognizes
    achievements; and when necessary, recommends or approves disciplinary actions. Joe Lombardo

    JOB DESCRIPTION: Directs and controls 742 employees located throughout the state
    of Nevada with an annual operating budget of approximately $70M.
    • Serves as a member of the Department's executive leadership team and
    collaborates and coordinates with the Director, Deputy Director and DMV
    Administrators.
    • Establishes, evaluates, and monitors division goals, strategic plans, objectives
    and performance indicators.
    • Provides management oversight of FSD/Customer Service staff. Manages direct
    reports to include hiring, leadership, coaching, work performance standards,
    evaluations and disciplinary actions.
    • Proposes and participates in the development of legislative and regulatory
    initiatives, implementing new and revised programs and services.
    • Helps prepare the division's biennial budget, presents the budget to the
    Legislature, and oversees the budget's implementation and monitoring.
    • Testifies regarding the division's activities before public bodies including the
    Nevada Legislature, Legislative Interim Committees, the Board of Examiners,
    and other public bodies as requested.
    • Maintains effective working relationships with internal and external customers,
    including legislators, industry representatives, contractors and vendors.
    • Represents the DMV through interactions with regional, state and national
    agencies, boards and associations.
    • Ensures FSD services and operations are administered in compliance with State
    and Federal laws, regulations, policies and procedures.
    • Develops and presents information and recommendations to DMV's executive
    leadership team.
    • Identifies areas of operational concern and takes corrective action.
    • Streamlines processes as a means of improving services and enhancing
    operational efficiencies; determining cost effective alternatives; and defining
    financial requirements.

    TO QUALIFY:
    Bachelor's degree from an accredited university or college with major coursework in
    public or business administration or a closely related field and Seven (7) years of
    progressively responsible management or executive experience, which included
    program development, fiscal analysis, budget preparation, research and development of
    policies and procedures and utilization or written and oral communication skills. An

    the number of personnel supervised, and the size of the budget over which the
    candidate has exercised discretion.
