    Position Duties

    The Department of Transportation is currently seeking to fill 1 vacancy for the Supervising Applications Analyst position.

    The department is seeking a full-time, benefitted Software Developer/Systems Integrator (Supervising Applications Analyst) to manage our Information Systems Analysts (ISA’s), GIS Specialist and Systems Application Programmers (SAP’s). They will administer and maintain the core development systems and applications that enable Transportation staff to facilitate DOT’s daily work in San Jose. This is an opportunity for a technology professional interested in working across diverse business, technology, community, and vendor stakeholders to maintain and optimize a full technology portfolio with major impact on the community.

    This position in the DOT IT Division is assigned to manage Software Development, Data Analytics and GIS integration within in the Department. The primary role of this position is to act as the supervisor to a staff of Information System Analyst, Geographical Information Systems Specialist and System Application Programmers, as well as being a technical contributor and lead in developing our applications on Salesforce with integration to our ESRI GIS backend, supporting and managing diverse departmental business systems that include web and client-server applications, databases, and use on endpoint devices. The Supervising Applications Analyst must ensure system architecture, service levels, and business processes for users are documented and met and that system applications meet customer expectations. This position is responsible for maintaining ongoing user training materials and systems documentation, software development, systems administration, maintenance, and sustaining excellent customer relations activities. This is a professional-level position in the IT professional management series and will be expected to act in a supervisory role to other technical positions.

    The Supervising Applications Analyst in the DOT IT group has the following primary responsibilities:
    • Supervision of a staff of Information System Analysts, GIS Specialist and System Application Programmers
    • Designing databases and data models
    • Software Development - Salesforce Apex & Lightning component development, .NET, JavaScript, Python, etc.
    • Data Analytics for internal data sets using Power BI (or similar intelligence tools)
    • Data Lakehouse - Medallion model repository and data analytics pipelines using Microsoft Synapse and Azure Data Factory
    • ESRI GIS system integration with Salesforce
    • Planning, developing and managing systems based on understanding and defining the customer requirements
    • Agile Project Management (Scrum and daily standups)
    • Continuous Integration/Continuous Development (CI/CD)
    • Systems Administration
    • ETL (Extract, Transform, Load) processes using FME (Feature Manipulation Engine)


    Minimum Qualifications

    Education: A Bachelors Degree from an accredited college or university in a relevant field.

    Experience: Five (5) years of increasingly responsible professional/ level experience in computer applications, systems, networks, or telecommunications work, of which at least two (2) years include the responsibility for the development, implementation, and maintenance of major communications or computer systems.

    Acceptable Substitutions: Additional years of increasingly responsible directly related work experience may be substituted for education on a year-for-year basis. Completion of a Master's Degree in a relevant field from an accredited college or university may be substituted for one year of the required two (2) years of experience include the responsibility for the development, implementation, and maintenance of major communications or computer systems.

    In an office environment, possess ability to:
    • Operate, access, enter, and retrieve data using standard office equipment, including but not limited to a computer or tablet;
    • Read printed materials and a computer screen;

    • Lift, carry, push, and pull materials and objects up to 25 pounds, or heavier weights, in all cases with the use of proper equipment;
    • Move between/within work areas, including but not limited to sitting, walking, and standing on various surfaces, turning, bending, grasping, and making repetitive hand movements;
    • Be exposed to moderate noise levels and controlled temperature conditions;
    • Maintain professional demeanor during interactions with staff, customers, and the public.
