OC San is currently looking to fill the role of an
Assistant Clerk of the Board.
Specifically, this position will work in conjunction with another Assistant Clerk of the Board, and report to the Clerk of the Board. The focus of duties will be determined by management.
Under general direction, performs a broad range of professional, confidential, technical, and administrative duties in support of the day-to-day operations of the Board Services Division; assists in preparation of Board of Directors meeting agendas; manages day-to-day operations of OC San’s Electronic Agenda Management System; attends Board of Directors meetings, takes and prepares minutes, including the preparation of confidential and highly sensitive documents; assists in the planning and development of all required processes; coordinates and monitors processes related to agendas, minutes, ordinances, resolutions, contracts, agreements, official records, and records management of OC San; assists in the development, implementation, and administration of OC San’s records management program ; receives, distributes, and coordinates responses for all requests of public records; ensures compliance with California Public Records Act, Freedom of Information Act, Proposition 218, Political Reform Act, and the Brown Act; and Public Hearing and Noticing regulations and timelines; performs work that requires interpretation and analysis of information; provides recommendations on problem resolution; participates in short- and long-range planning; and performs duties as assigned.
This position requires attending regularly scheduled and special committee and Board of Directors' meetings in the evenings. Complete information on the schedule and the types of meetings can be found on our website, HERE .
Qualifications & RequirementsAny combination of education and experience that provides the required knowledge, skills, and abilities may be qualifying as determined by OC San.
Required: - Bachelor’s degree from a college or university accredited by the U.S. Department of Education, with major coursework in public or business administration or a related field.
- Five (5) years of increasingly responsible experience managing a range of technical programmatic or administrative areas supporting a Board of Directors, a City Council, and/or department head, or experience in a similar public agency environment including administering a records management program.
- Must possess or obtain a valid Certified Municipal Clerk (CMC) certification within 12 months of placement in position.
- Must possess or obtain a valid Notary Public Commission in the State of California within 12 months of placement in position.
Desired: - Experience with Electronic Agenda Management System
- Experience with processing, distribution, publication, and posting of public notices
- Excellent verbal and written communication skills
- Strong interpersonal skills to interact with all levels of staff and Board of Directors

Hiring Salary Range: $106,496.00- $ 117,457.60/Year (starting salary will be within this range based upon qualifications)
Supplemental Information Physical Demands - Mobility to work in a standard office setting and use standard office equipment, including a computer; this is primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 35 pounds.
- Vision to read printed materials and a computer screen.
- Hearing and speech to communicate in person and over the telephone.
- Finger dexterity to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
Environmental Elements - Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
- Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
Disaster Service Workers All OC San employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the OC San requires the affirmation of a loyalty oath to this effect. Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.
