    The Position

    This recruitment is being conducted to fill one full-time vacancy which may be filled at the Information Systems Specialist II or Senior Information Systems Specialist l evel, depending on qualifications, Information Technology Services (ITS) Department, which is a part of the County Executive Office at Napa County. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

    Napa County Information Technology Services (ITS) provides technology services and solutions to all 18 County departments, as well as a range of technology services to five special districts within the County. Each of these functional areas and special districts provide their unique services to the Napa County community and ITS plays a strategic role in fulfilling technology needs in support of these varying businesses.

    For the current vacancy, we're seeking an Information Systems Specialist - Business Analyst to join the Business Relationship Management (BRM) team! The incumbent will be dedicated to the Corrections department and will oversee their application portfolio, provide Tier 2 support, and work on business process improvement initiatives. The ideal candidate will have business process analysis experience, criminal justice administration experience and a good understanding of information technology along with excellent communication skills.

    The ideal candidate will be able to:
    • Meet with department managers, decision makers, system owners, and end users to define business and operations requirements, identify opportunities, define departmental goals, and identify and resolve system issues.
    • Conduct quarterly meetings with departmental managers to convey the status of current projects, develop future project plans, and communicate ITS initiatives.
    • Manage the application portfolio of assigned departments, provide Tier 2 support for departmental application issues, and coordinate installations and upgrades.
    • Serve as the primary liaison between ITS and assigned department and build strong relationships with key departmental staff.
    • Collaborate directly with departments, vendors, and/or ITS teams on the planning, design, acquisition, development, and deployment of new applications and enhancements to existing applications.
    • Plan and perform business systems analysis of major business activities and functions; meet with department management to review existing processes and procedures and determine needs; develop recommendations to improve processes; translate business objectives into application requirements.
    • Research new hardware and software requests and evaluate potential solutions to departmental needs and coordinate with vendors and ITS teams to vet new application requests.
    • Perform workflow analyses, requirements definition, value stream mapping, data modeling, and logical system design to resolve business problems, meet department objectives, and exploit integrated technology opportunities; create formal documentation of functional specifications describing customer business requirements; analyze data and information trends to support system capacity and performance planning or diagnose issues related to assigned systems.


    Position Requirements:
    To qualify for the Information Systems Specialist II classification, a ny combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
    • Experience: Two years of programming, systems, and/or Web design and development experience in a governmental or business operation.
    • Education: Equivalent to graduation from college with major course work in data processing, computer science, graphic design, or a closely related field, and minor course work in business principles. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
    To qualify for the Senior Information Systems Specialist classification, a ny combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
    • Experience: Three years of programming and/or systems experience in governmental or business operation.
    • Education: Equivalent to graduation from college with major course work in data processing, computer science, or a closely related field, and minor course work in business principles. Additional qualifying experience may be substituted for the required education on a year-for-year basis.

    License or Certificate:* This class series may require possession of a valid California Driver's License.

    *Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

    SALARY -
    Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
