    ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:

    The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation.     Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

    DEFINITION:

    Under managerial review, acts as a consultant, technical expert, system architect, or senior

    project manager in a large departmental Information Technology organization or may manage a very large and complex database environment.

    Essential Job Functions

    Develops intricate data models for business intelligence solutions, including entity-relationship diagrams (ERDs), data flow diagrams, and other visual tools to illustrate data structures.

    Performs general administrative functions for direct reports including timecards, performance evaluations, and training on root-cause analyses, data and database management, agile software development processes and tool usage.

    Manages business stakeholders to secure strong engagement and ensures that the delivery of the project aligns with longer-term strategic product roadmaps.

    Translates high-level business requirements into data models and appropriate metadata, test data, and data quality standards. Defines and manages standards, guidelines, and processes to ensure data quality.

    Requirements

    SPECIALTY REQUIREMENTS:
    Two (2) years of experience, within the last three (3) years, at the level of Los Angeles County's class of Information Technology Specialist I or equivalent. The required experience must include the following technologies and practices:
    • Managing enterprise-level data projects in a Data and Analytics group
    • Experience coding, troubleshooting, and optimizing complex Transact-SQL(T-SQL) code
    • Managing complex and mission critical data projects such as enterprise-level Data Analytics Key Performance Indicator (KPI) dashboard reports, and enterprise-level Data Governance standardization of data elements leveraging data stewards and cross-functional stakeholders.
    • Creating dashboards reports using data visualization tools such as Tableau and Business Objects
    • Experience integrating and modeling data

    Experience at the level of the Los Angeles County class of Information Technology Specialist I is defined as experience acting as a consultant, technical expert, systems architect, or a project manager in a departmental Information Technology or Data & Analytics organization.

    Enterprise-level refers to data projects (involving solutions, strategies, or systems) designed to meet the complex needs of large organizations, often focusing on scalability and integration across multiple departments.

    For this examination, a large organization refers to an entity with a workforce of 3,000 or more employees, a complex operational structure, and multiple departments or facilities, serving a broad geographic area and managing a wide range of services to meet the needs of a large population.

    PHYSICAL CLASS 2-Light:

    This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    LICENSE:

    A valid California Class “C” Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    DESIRABLE QUALIFICATIONS:

    Additional credit will be given to applicants who possess the following:
    • Bachelor's degree* or higher in Computer Science, Information Technology/Systems, Analytics, or Quantitative Field.
    • Experience extracting data from the technology/software programs listed for use in automating reports and building data models:
      • Oracle Health/Cerner Milennium
      • Oracle Healthelntent
      • OCI Autonomous Database
      • Data lake solutions
    • Experience using iterative agile methodology to deliver data products, and JIRA software to document progress on tasks
    • Experience using programming concepts such as encapsulation, abstraction, and inheritance

    EXAMINATION CONTENT:
    This examination will consist of an evaluation of experience and desirable qualifications based upon application information and supplemental questionnaire weighted 100%.

    Applicants must achieve a passing score of 70% or higher on the examination to be added onto the list of eligible candidates.

    ELIGIBILITY INFORMATION:
    Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

    The names of candidates receiving a passing score in the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of promulgation.

    No person may compete in this examination more than once every twelve (12) months.

    SPECIAL INFORMATION
