Administrative Analyst/Specialist - Exempt I
RESPONSIBILITIES & DUTIES:
Provides lead work direction, sets work priorities, provides performance feedback and training and is accountable for results of work unit. Coordinates, instructs, and oversees work to ensure satisfactory results, aid in analyzing and resolving complex issues and maintain the level of productivity and quality. Carries out responsibilities in accordance with university policies and applicable federal and state laws and makes recommendations as to what to do when situations arise when there is no precedent or standard method of performing the work. Reviews and audits all work against University and CSU systemwide standards. Exercises discretion and independent judgment in setting priorities, determining methods, and troubleshooting issues. Provides reports, data, and analysis related to grievances and complaints. Partners with HR staff guidelines. Independently interprets CSU Technical Letters and provides training to assure compliance.
Manages a full range of work related to the administration of payroll and benefit transactions for all employee and pay categories. Performs the full range of moderately complex transactions for all employee categories. Troubleshoots and resolves Help Desk tickets involving CHRS payroll and benefits. Oversees Accounts Receivable processes using established procedures in coordination with Accounting. Researches, develops, and analyzes reports from CIRS and CHRS. Collaborates with HRIS team on CHRS module. Develops and coordinates training classes and workshops and acts as the Subject Matter Expert for the CHRS Payroll and Benefits functions. Makes recommendations for changes in procedures and participates in long-range strategic planning.
Independently processes and audits payroll and employment related transactions for faculty, staff, and students. Researches and resolves complicated issues and inquiries involving pay and benefits. Provides a high level of customer service and problem resolution. Coordinate and communicate effectively with individuals at all levels within the campus, the Chancellor’s Office (C.O.), the State Controller’s Office and CalPERS. Analyzes collective bargaining agreements in relationship to pay and benefits, completes reports, coordinates responses to resolve complex issues and effectively delivers pay and benefit information to the campus community. Communicates with campus employees on a regular basis to answer questions and disseminate information related to processes, procedures, and timelines. Consistently applies complex policies and procedures according to CSU guidelines, applicable state and federal laws, educational codes, and collective bargaining agreements. Assists other department staff in meeting deadlines when necessary. Responds to correspondence and addresses complaints to resolves problems in a timely manner. Performs other related duties as assigned.
REQUIREMENTS OF POSITION:
Education: Bachelor’s degree preferred or equivalent training and administrative work experience including five or more years of increasingly responsible specialized experience in preparing and processing payroll/personnel and benefits transactions.
Experience:. Experience with PeopleSoft and collective bargaining agreements. Ability to tactfully and clearly explain a wide variety of complex procedures and policies to individuals who have minimal knowledge of pay and personnel related processes and procedures and remain calm when discussing sensitive pay issues with irate staff and faculty. Ability to train others to perform complex analysis of HR/payroll and benefits related documentation. Ability to analyze data and use effective problem-solving skills to trace and correct processing errors with a high level of attention to detail. Ability to independently handle multiple tasks simultaneously, set priorities, and meet deadlines. Ability to determine appropriate course of action and accurately apply rules and regulations. Ability to make independent decisions and exercise sound judgment, maintain confidentiality, develop and maintain interpersonal relationships with campus staff, faculty, administrators, and student as well as staff in Office of the Chancellor and State Controller. Effectively interact with University staff, students, and the general public. Ability to operate computer terminals for online keying of various transactions. Proficiency with PIMS, PIP, ACAS, CIRS and ten key calculator, Microsoft Office, and other related SCO systems required. Proficiency with PeopleSoft modules and functions used in CSU payroll and benefits. Excellent teamwork skills and the ability to maintain effective, inclusive, and cooperative relationships in the course of duties. Strong technical skills including use of Microsoft Office products. Must also possess a broad-based knowledge in payroll and benefits regulations, practices, and principles; with the ability to analyze data and make accurate projections using business mathematics and basic statistical techniques.
Other Knowledge/Skills: Knowledge of applicable State and Federal laws, education codes, and CSU Technical Letters. Thorough knowledge of the Payroll Procedures (PPM) and Personnel Information Management System (PIMS) manuals. Ability to: sit in office chair frequently and for extended periods; frequently use hands including fine manipulation to operate telephone, computer, and its components; twist, push, pull, grasp, and reach at desk level, lift/carry up to 10 pounds at waist level, stand and walk within work area and across campus; bend, stoop, and reach at or above shoulder level.
A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Hiring Range: $4,598 - $6,764
