The JobHuman Services (HS) Auditing is recruiting for a
Supervising Fiscal Specialist who will supervise fiscal assistants engaged in the day-to-day operations of the division's revenue recovery functions, which includes collection of over issuances of CalFresh and overpayment of CalWORKs benefits within the Human Services Agency departments supported by HS Auditing. The incumbent will establish work sequences, priority deadlines, ensure work accuracy, and conformance with appropriate ordinances, rules and regulations; resolve complex problems related to collection of over issuance and overpayment of benefits, including calculating complex tax intercept and refund adjustments; and may develop training curricula and training materials for assigned staff.

CONDITIONS OF EMPLOYMENT - Pre-Employment Process: Prior to appointment, applicants must pass a background investigation and verification of employment history and education.

Minimum Requirements OPTION 1 Experience: Three (3) years of full-time
fiscal work experience, which included reviewing, reconciling, and maintaining fiscal/accounting records associated with revenue recovery of overpaid or past due accounts as the primary function of the job.
OPTION 2 Experience: Two (2) years of full-time work experience
within a public sector government agency performing complex comprehensive, revenue recovery of overpaid or past due accounts as a primary function, which included setting up repayment agreements and recovery accounts; posting and verifying payments; auditing revenue recovery documents and paperwork; interacting with clients in regard to overpaid or past due accounts; and monitoring a call center and customer service window.
OPTION 3 Experience: Eighteen (18) months of full-time work experience
within San Bernardino County performing complex comprehensive, revenue recovery of overpaid or past due accounts as a primary function, which included setting up repayment agreements and recovery accounts; posting and verifying payments; auditing revenue recovery documents and paperwork; interacting with clients in regard to overpaid or past due accounts; and monitoring a call center and/or customer service window.
NOTE: General office/clerical as well as student/internship experience is not considered qualifying. Desired QualificationsThe ideal qualifications include:
- Complex revenue recovery experience within a public sector, government setting
- CalSAWS/WIS/MEDS experience
- Supervisory or lead experience
- Excellent interpersonal and communication skills
- Accounts Receivable experience
- SAP experience
