DEFINITION Supervises the activities involving fingerprint classification work of the Sheriff's Department's Fingerprint Identification Unit and the Automated Identification System.
CLASSIFICATION STANDARDS Positions allocable to this class are responsible for supervising, training and evaluating a team of Automated Fingerprint Identification System Technicians and clerical support staff in the operation of the Automated Fingerprint Identification System. These positions function at the first level of supervision and must exercise a broad knowledge of personnel practices, supervisory principles and departmental policies, procedures and services to ensure the effective performance of subordinates.
Essential Job FunctionsAssigns, evaluates, and supervises the work of Automated Fingerprint Identification System Technicians for an assigned shift.
Supervises the submission of criminal transactions (e.g., CRM, DCD) ensuring accuracy and procedural uniformity.
Supervises and may participate in searching the computerized data bank, inquiring manuals, and electronic records involved with fingerprint identification.
Reviews and makes final determinations for questionable, complex, or disparate biometric analyses and evaluations.
Reviews the work of subordinate staff and other Department staff capturing and processing fingerprints and other biometrics for adherence to established work standards, procedures, and policies.
Trains and mentors staff regarding the preparation of all biometrics for entry into the Multimodal Biometric Identification System (MBIS).
Serves as subject matter expert for superior officers who are not identification experts by advising of investigative results, methodology used, and new trends and findings in the field.
Reviews new biometric identification products by reviewing the technical specifications, testing, and writing reports regarding product utility.
Responds to identity verification requests from outside agencies by conducting research, preparing reports of findings, and possibly testifying in court.
Coordinates the Sheriff's Department's biometric identification services and the exchange of biometric identification information with other law enforcement and governmental agencies to assist in criminal investigations and other projects.
Maintains work production and flow, develops procedures, establishes deadlines, makes job assignments, and adjusts priorities in accordance with workload demands.
Collects data and prepares monthly statistical report regarding unit workload and achievements.
Monitors staffing levels and arranges work schedules, vacations, and time off for subordinate personnel.
Prepares performance evaluations and appraisals of promotability for subordinate personnel.
Trains Automated Fingerprint Identification System Technicians of the remote-work procedures for emergent and controlled shutdowns due to system failures, power outages, or building maintenance.
Reviews, seals, and files juvenile records according to court orders.
Provides court testimony to support identification findings and facilitate the understanding of biometric identification methodology.
RequirementsMINIMUM REQUIREMENTS Two years experience
at the level of County of Los Angeles class of Automated Fingerprint Identification System Technician II. *
LICENSE A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

SUPPLEMENTAL QUESTIONNAIREAs part of this application process, applicants will be required to complete a supplemental questionnaire. The questionnaire contains a pre-investigative questionnaire which will be utilized as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and will have to wait three (3) months from the date of the disqualification in order to reapply.
Additional InformationEXAMINATION CONTENT This examination will consist of a structured interview and performance test assessing Knowledge of the Multimodal Biometric Identification System (MBIS), Knowledge of the Science of Fingerprint and Other Biometric Identification, Supervisory Skills, Leadership, Interpersonal Skills, Problem-Solving Skills, Analytical Ability, Attention to Detail, and Oral and Written Communications Skills weighted 100%. As part of the interview, candidates will also be required to complete a writing exercise.
Candidates who do not submit a writing sample will be disqualified from this examination.CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE LIST. ELIGIBILITY INFORMATIONThe names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of six (6) months from the date of promulgation.
SPECIAL INFORMATIONSUCCESSFUL CANDIDATES MUST COMPLETE A THOROUGH BACKGROUND INVESTIGATION, INCLUDING FINGERPRINT SEARCH. Examples of disqualifying factors include: Any felony convictions; job related misdemeanor convictions; certain serious traffic convictions or patterns of traffic violations (3 moving violations in one year; failure to appear; at fault accidents; suspended license; driving under the influence); poor credit history; poor employment history; substance abuse; anyone on probation.
