OVERVIEW
Overview The Engineering Technician Analyst performs a broad scope of engineering journey-level technical support services, including a variety of operational engineering support activities in construction inspection. Work assignments are received with general direction with the expectation that the employee exercises initiative and judgment to independently carry out assignments according to established standards and policies. Work is reviewed periodically for timely completion of assigned tasks and is evaluated through discussions, reports, and results obtained.
QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONSRequired Education and Experience- Associates degree in engineering or related field AND t wo years of experience in related field experience OR
- Four years of experience in related experience.
Driving Requirements The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
Category 1: Driver operates County-owned vehicle.
Prior to employment, the successful candidate must: - Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
- Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
- Pass a medical evaluation that includes a physical and audiometric testing.
- Authorize and complete a criminal background check. Information received is reviewed on a case-by-case basis and will not necessarily remove a candidate from consideration.

Required Knowledge, Skills and Abilities- Establish and maintain effective working relationships with others using tact, courtesy and good judgment.
- Maintain confidentiality and adhere to policy and procedures of the county and department.
- Communicate effectively orally and in writing.
- Utilize various computer applications specific to the department including databases, word processing, document imaging, spreadsheets, and web-based systems for entering, retrieving and researching data and records.
- Physically perform assigned duties and essential functions of the position.
- Knowledge of various traffic data counting software (Traffic Viewer, Metro Counts, and Centurion)
- Knowledge of AutoCAD, ArcGIS, Microsoft Office products (Access, Excel, and Word)
- Knowledge of basic drafting techniques and principles
- Knowledge of laws, rules and regulations related to traffic engineering assignment.
- Knowledge of safety precautions
- Knowledge of maintenance procedures for equipment used
- Skill in traffic data collection techniques and practices
- Skill in reading and interpreting maps, blueprints, schematics and plans
- Skill in general drafting
- Skill in making mathematical calculations
- Skill in measuring and determining distances
- Skill in communicate effectively, both orally and in writing technical information
- Skill in researching and compiling information related to area of assignment
- Ability to prepare technical reports and graphic presentations
- Ability to work outdoors for extended periods of time

- Ability to manage the maintenance and supply of equipment used
- Ability to maintain traffic count database information for WSDOT use

Positions in this class typically require :
- Work in office and field.
- Walking through, bend, stoop, and twist while traversing undeveloped terrain may be required to conduct field inspections.
- Reaching above and/or below shoulder, handling/grasping documents or equipment.
- Standing or sit for long periods of time.
- Clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately in-person and/or on the telephone.
- Vision sufficient to read source materials, plans, inspect community sites and see computer screen data.
- Exertion of force of 50 pounds occasionally to lift/carry/move objects, files/documents, and other materials.
- Work performed primarily in the field environment conducting field or community inspection work; with some office environment work.
- Environmental and physical hazards associated with construction sites
ILLUSTRATIVE EXAMPLE OF DUTIES- Documents the field sampling and testing of concrete, asphalt, aggregates and soils for compliance of construction materials; researching data; and/or conducting field investigations to obtain information.
- Prepare preliminary and final drawings from field notes and sketches using appropriate drafting techniques.
- Conducts and documents routine field investigations
- Reviews and verifies contract documents and plans, for conformance with applicable guidelines and standards.
- Writes, composes, daily reports on the work being constructed and accomplished by the contractor.
- Assist with plan changes for construction of roads, utilities, and other public facilities.
- Respond to routine questions and concerns of Contractor on the project.
- Participates in Participates in daily meetings as required, responds to questions regarding the inspection of the work being constructed and any other items as requested.
- Read and interpret plans and specifications for compliance.
- Drafts a variety of technical records, reports, legal documents, correspondence or topographic maps including spreadsheets, of as-built conditions.
- Perform other duties as assigned.

The successful candidate will begin their role as an Engineer Tech Analyst and after successfully completing a development plan and meeting the requirements of a Senior Engineering Tech Analyst will be promoted into that role the first pay period following meeting all requirements. Vacation Leave New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:
Upon completion of 2 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)

Sick LeaveAll new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
