The PositionThe City of Riverside is accepting applications for the position of
ASSISTANT BUILDING OFFICIAL to fill one (1) vacancy in the
Building and Safety Division of the
Community and Economic Development Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
Under administrative direction from the Building Official, the Assistant Building Official supervises staff, assists in the administration of the Building and Safety Division, performs highly complex building inspections and plan review as needed; supervises, trains and assists building inspectors and plan reviewers in the review of building plans and inspection of buildings and structures in all stages of construction, alteration, and repair; enforces all adopted building, energy, green, plumbing, electrical, mechanical codes and laws; administers to the issuance of building permits and collects fees; prepares related activity reports and technical reports with supporting documents as directed by the Building Official, assists with the implementation of Division policies, procedures, and ordinances and does related work as required.
Work PerformedDuties may include, but are not limited to, the following:
- Assist in planning, organizing, and supervising Building and Safety Division functions including plan check, inspection, code interpretation, office and field administrative and technological operations; review and recommend policies and procedures to ensure continuity and consistency.
- Coordinate, and supervise the daily assignments of field inspection and plans examination personnel.
- Assist and participate in the performance of the more difficult and complex field inspections; conduct special inspections and investigations of existing structures.
- Provide information and assistance at the public counter; confer with and give information to homeowners, contractors, architects, engineers, and the public regarding inspections, building codes, and department policies; investigate complaints.
- Review plans for compliance with state and local codes; issue permits.
- Act as the Division's Custodian of Records; supervise the maintenance of department records and equipment to assure proper operation of the Building and Safety Division.
- Participate in the development of the division's annual budget.
- Prepare written reports, ordinances, and correspondence as required.
- Assist in coordinating Building and Safety Division activities within the Community and Economic Development Department and with other City departments, divisions, and with outside agencies.
- Supervise, train, and evaluate subordinates; provide instruction and technical assistance in the examination of construction plans, building inspection, code interpretation, and departmental policies and objectives.
- Responds to building related emergencies as needed in accordance with City Policy and Procedures.
- May act in the absence of the Building Official as required.
QualificationsEducation and Experience: Education: Equivalent to an Associate of Arts degree in Architecture, Engineering, Construction Technology, or a related field. Completion of a certificate program from an accredited agency in Construction or Inspection Technology, or related field and a minimum of three (3) years of public agency experience will be considered as partial fulfillment of this requirement.
Experience: A minimum of Five (5) years of experience in building inspection and/or plan review for a public agency with at least two years of supervisory experience.
Necessary Special Requirements:- Possession of or ability to obtain an appropriate, valid California motor vehicle operator's license.
- Possession of current certifications as a Building Inspector and Plans Examiner from the International Code Council (ICC).
- Possession of current certification as a Certified Building Official from the International Code Council (ICC), or the ability to obtain within one (1) year from the date of hire.
Highly Desirable Qualifications:- A Bachelor's degree in Architecture, Engineering, Building or Construction Technology, Public Administration, or a closely related field.
- Certification through the Division of the State Architect (DSA) as a Certified Access Specialist (CASp).

- Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3 year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation.The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
- Health Insurance - The City offers six health insurance plans and contributes up to $1,516 per month for HMO plans (family coverage).
- Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
- Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
- Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
- Deferred Compensation - The City contributes $100 per month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
- Leave Benefits - Includes all the typical vacation leave, sick leave, bereavement leave, and holiday benefits.
