    Requirements

    MOS CODES: NONE

    Education and Experience: Bachelor's degree or higher in Business, Public Administration, Economics, Finance, Accounting, Real Estate Development, Urban Planning, Marketing, Communications or related field and two (2) years of economic or community development, business development, commercial development, business retention programs, business attraction and/or development research, community development planning, commercial financial analysis, commercial real estate development marketing or business industry compliance.

    Licenses and Certificates : Valid U.S. Driver's License or equivalent from another state.

    General Purpose

    Under general supervision, assist with economic development and provide general support to the department.

    Typical Duties

    Provides professional level assistance to the Economic and International Development Department. Involves: Coordinate promotional activities such as site tours, presentations for and meetings between local area business, government, real estate and development representatives, and client companies; visit businesses on behalf of the City as a member of the business expansion and retention team; assist in determining incentive programs to be reviewed by City Council; assist in Binational & International projects; represent the City administration to various private enterprise and public agencies; coordinate efforts and information with various City departments to identify, retain and assist business and industry; researches, tracks and complies demographic and regional economic data in response to prospective client inquiries; and respond to general inquiries of the Economic and International Development Department.

    Gather research and analyze economic development information. Involves: Study information from a variety of sources including demographic, economic indicators, incentives, local business climate, local real estate, impact and feasibility studies and local regulations and incentives; interpret and provide information to internal and external customers; and provide technical assistance and guidance on complex incentive programs available. Maintain and update multiple databases, which include information on the region's labor force, real estate climate, utilities, taxes, and industry listings.

    Represent the department at various meetings and discussions concerning the role of the City in economic development. Involves: Attend seminars and training programs related to assigned work; prepare and make presentations to civic and business organizations on local economic development efforts; participate in a variety of projects in support of the department; and participate in gathering and evaluating data used in grant applications and other projects.

    Assist with economic incentive programs, including tax rebates and abatements, state incentives, and recruitment of industries. Involves: Review applications and process applications through incentives guidelines; prepare agreements and back up documentation to be placed on city agendas; work with clients to negotiate terms of incentive programs; present recommendations to taxing entities, city, county and college entities to execute agreement; and review files to ensure companies are meeting contractual obligations.

    Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
