    The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use.     The Los Angeles County Department of Health Services ( DHS) is seeking qualified candidates to fill emergency Assistant Staff Analyst, Health vacancies related to the homelessness crisis.

    Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

    Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

    Those who successfully pass the assessment will be considered for permanent appointment to Assistant Staff Analyst, Health.

    This examination will remain open until the needs of the services are met and is subject to closure without prior notice.

    COVID-19 VACCINATION:

    All Department of Health Services workforce members must be fully vaccinated against COVID-19 as a condition of employment. Successful candidates for this position will be required to submit proof of vaccination against COVID-19 or request an exemption for qualifying medical or religious reasons during the onboarding process. Candidates should not present proof of vaccination until instructed to do so by the hiring department.

    Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

    ABOUT HOUSING FOR HEALTH PROGRAM:

    Housing for Health (HFH) provides housing and supportive services to Department of Health Services (DHS) clients who are homeless and who have complex medical and/or behavioral health conditions. Since its inception, HFH has expanded to provide a continuum of housing and supportive services to unhoused country residents. HFH is now one of the two largest homeless housing and services entities in Los Angeles County.

    DEFINITION:

    Assists in research and analysis and makes recommendations regarding the use and deployment of resources and the implementation and refinement of operations and programs within the Department of Health Services.

    CLASSIFICATION STANDARDS:

    Positions allocable to this class are restricted to the Department of Health Services and are distinguished by their responsibility for organizing and carrying out their assignments with relative independence from supervision. Incumbents analyze and make recommendations for the effective use of resources and personnel, the implementation and improvement of programs and operations, and the refinement of management practices and policies having department-wide impact. Incumbents work out their analyses and recommendations without assistance before submitting them to the supervisor for discussion and review. Once these are approved, the incumbents proceed with considerable independence and function in all aspects of the assignment within the limits of acceptable practices and administrative policy. Positions in this class also perform special assignments and projects, as directed.

    Essential Job Functions

    • Participates in planning, developing, and implementing the delivery of health programs; project work plans; staffing plans/organizational charts; regional coordinating; resource and planning needs; program budgets; service metrics; stakeholder engagement; and coordination of services.
    • Assists in developing policies and procedures, setting programmatic benchmarks, and collecting and analyzing outcomes of data.
    • Regularly oversees the referral system, mental health treatment services, substance use treatment services, legal services, employment services, reentry projects, and program intake and exit.
    • Provides regular programmatic updates to oversight committee, member departments, contracted agencies, Board of Supervisors, stakeholder groups, and funding partners.
    • Assists in managing the day to day operations of the projects, budget, and prepares project reports including expenditure reports, service utilization, performance data, and program outcomes.
    • Analyzes project operations and outcomes and makes recommendations to improve effectiveness and efficiency.
    • Conducts contract monitoring activities including annual administrative and programmatic monitoring and invoice processing.
    • Assists in coordination and collaboration with all project partners (e.g., participating departments, contracted agencies, stakeholder groups) to ensure all elements of the projects operate in the most efficient and effective manner.
    • Assists in developing and monitoring Memorandum of Understandings (MOUs) with partners, facilitates regular meetings to manage project implementation and oversight, and works with support service providers to ensure seamless and integrated systems of care.
    • Provides technical assistance to project partners and develops, recommends, and implements project modifications.
    • Researches and identifies philanthropic and government funding opportunities to sustain and/or expand the project modifications.
    • Assists with the evaluation of health services, mental health services, substance use treatment, employment and legal support services, and related projects; collaborates with stakeholders to develop evaluation tools.
    • Supports evaluation design including program goals and timelines in collaboration with stakeholders.
    • Monitors deliverables from all partners and identifies potential data collection roadblocks and identifies solutions.
    • Monitors data quality and implements data improvement procedures as needed.
    • Collects all demographic and programmatic data and tracks all participants for quality assurance purposes.
    • Assists in evaluating the overall success of the projects and reports findings to project partners and stakeholders.


    Requirements

    SPECIALTY REQUIREMENTS:

    OPTION I - Housing for Health Program

    Three (3) years of experience in a staff capacity* analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, or personnel working in a program that provides housing and support services to clients who are homeless or are at risk for homelessness.

    -OR-

    OPTION II- Housing for Health Program

    Three (3) years of experience in a staff capacity* analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, or personnel making recommendations for the design and/or implementation of programs to combat homelessness.

    You MUST meet one of the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

    LICENSE:

    A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS II - Light:
    This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation maybe involved.

    SPECIAL REQUIREMENT INFORMATION:
    *Staff capacity is defined as work which includes assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as: utilization of personnel; allocation of funds; workload and workload fluctuations; and program and procedures for accomplishing work objectives.
