    MANAGEMENT ANALYST

    RESTRICTED TO PERMANENT EMPLOYEES OF THE COUNTY OF LOS ANGELES WHO HAVE PASSED THEIR INITIAL PROBATION PERIOD AND CURRENTLY HOLD THE TITLE OF MANAGEMENT ANALYST

    The Internal Services Department (ISD), Human Resources Division, Staffing Services/Classification Section seeks highly motivated individuals to fill five (5) positions at the level of Management Analyst. The Management Analyst positions will be tasked with carrying out a variety of analytical and technical assignments in list management, assisting with exams, assisting with classification specification revisions, and conducting proactive recruitment outreach. The positions report to an Administrative Services Manager II. Duties include, but are not limited to:

    Essential Job Functions:

    Tracks, manages, and coordinates list clearance with hiring managers.

    Collaborates with higher level analyst on exam development based on previous list outcomes.

    Conducts job analysis as part of the exam process.

    Assists higher level analysts in revisions to class specs based on job analysis conducted.

    Targets recruitment outreach to public/private universities, union halls, labor organizations, targeted associations, etc.

    Provides advice and guidance to department personnel regarding classification or other human resources matters, in accordance with Civil Service Rules and departmental policies.

    Confers with other governmental agencies and private firms to exchange information.

    Performs non-routine assignments or special projects, such as reviewing the Loan/Borrow Position Detail and Long-Term Vacancy Position Reports; identifies position control issues and obtains feedback from managers on their plans for resolution.

    Desirable Qualifications :
    • Experience using Microsoft Office applications (Word, Excel, Access, etc.).
    • Thorough knowledge of the Los Angeles County Code, Civil Service Rules, the Department of Human Resources' Policies, Procedures, and Guidelines, the Interpretive Manual, and various Memoranda of Understanding provisions.
    • Excellent oral and written communication, grammar, and proofreading skills.
    • Strong research, analytical, and organizational skills.
    • Excellent customer service and interpersonal skills.
    • Ability to effectively resolve sensitive and complex personnel issues.
    • Ability to maintain a high degree of confidentiality.
    • Ability to effectively manage multiple tasks, shifting priorities, and changes in the organization.
    • Ability to produce neat, thorough, and accurate work while under the pressure of deadlines.
