San Bernardino County Fire Protection District , Office of the Fire Marshal (OFM) , is recruiting for
Hazardous Materials Specialists (HMS) IV to perform a variety of assignments in the Certified Unified Program Agency (CUPA). This position will be primarily responsible for coordinating the training program for the CUPA, which includes developing initial training programs for new staff while identifying and scheduling on-going training activities for existing staff in accordance with CUPA educational requirements. In addition to training, this position will provide technical and programmatic expertise to other inspectors; review inspection reports for consistency and accuracy in order to meet CUPA requirements; participate in local, regional and state Technical Advisory Groups, workgroups, panels, and committees. This position requires a blend of leadership, technical knowledge, and collaboration to support the CUPA’s mission effectively.
The Hazardous Materials Section of the San Bernardino County Fire Protection District is designated by the State Secretary for Environmental Protection as the Certified Unified Program Agency (CUPA) for San Bernardino County in order to focus the management of specific environmental programs at the local government level. The CUPA is charged with the responsibility of conducting compliance inspections for over 7000 regulated facilities in San Bernardino County. These facilities handle hazardous material, generate or treat hazardous waste, and/or operate underground storage tanks. The CUPA provides a comprehensive environmental management approach to resolve environmental issues. This balanced approach utilizes education and effective enforcement procedures to minimize the potential risk to human health and the environment and establish an atmosphere to promote fair business practices. The CUPA is designed to consolidate, coordinate, and consistently administer permits, inspection activities, and enforcement activities throughout San Bernardino County.

Registration: Must maintain registration as an Environmental Health Specialist issued by the State of California Department of Public Health throughout employment.
Special Certification: Some positions may require additional specific certifications, such as International Code Council - Underground Storage Tank Inspector (ICC-UI) or California Specialized Training Institute (CSTI) Hazardous Materials Specialist. Employees will typically have 6 months to acquire required certifications.
Travel: Travel throughout the county may be required. Employees will be required to make provision for transportation. Mileage reimbursement may be available. At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.
Safety Positions: Some positions may be designated as Safety positions, which are members of the Hazardous Materials Response Team (HMRT), which requires rotation for after-hours emergency response, performs other emergency response functions as needed, and must possess and retain certification as a Hazardous Materials Specialist with the State of California.
Location: All positions report to the San Bernardino office; assignments may vary to ensure service throughout the County.

Minimum Requirements Registration: Must possess and maintain registration as an Environmental Health Specialist (REHS) with the State of California Department of Public Health ( CDPH ). Proof of REHS possession MUST be submitted with the application.
--AND-- Experience: Total of three (3) years' experience: One (1) year of experience as a REHS in California; PLUS two (2) years' experience as a REHS and/or as a Hazardous Materials Specialist (or equivalent to OFM's HMS) in a Certified Unified Program Agency (CUPA) or Participating Agency (PA).
Desired QualificationsThe ideal candidate will possess strong organization and time management skills, as well as excellent writing and communication skills. Also highly desirable is a knowledge of EnvisionConnect, knowledge of California Environmental Reporting System (CERS), and experience with Microsoft applications.
