    Job Description

    Position Summary

    The Grant Operations Manager (GOM) will serve as the operations manager for OSDH’s Finance Department’s grant management efforts. This position will report to the Director, GMO. The position will be responsible for developing best case practices geared to provide effective and efficient oversight for all grant management. The GOM will provide direct support and oversight throughout all of OSDH. This position is responsible for monitoring the progress of grants through the pre-award, award, and post-award stages to include: grant development, cost principles and regulations including budget oversite, reporting, records retention and other duties related to grants management. The Grant Operations Manager will also work in conjunction with various service areas throughout the agency to ensure grants are effectively administered. This position will play a vital role in the overall centralization plan.

    Position Responsibilities /Essential Functions
    • Grant Management, budget preparation, analysis, and evaluation in coordination with multiple OSDH departments and Financial Service divisions
    • Oversight of annual grant application processes, including the organization, analysis, preparation of necessary materials, submission and the documentation of award amounts including active contracts monitored through OSDH Financial Services
    • Provision of guidance for completing narrative and budget assignments, meeting deadlines, obtaining programmatic and departmental approvals
    • Consultation with internal and external partners involved with multiple grant activities to resolve problems, identify needs, and discuss program effectiveness
    • Development and implementation of effective techniques for monitoring technical reviews to improve grant outcomes and future grant submissions
    • Ensuring compliance with grant reporting requirements and deliverables
    • Periodically review individual grant agreements/contracts, and proactively identify compliance risks throughout the agency portfolio to advise necessary mitigation efforts to agency leadership
    • Monitor grant expenditures to ensure compliance with the terms and conditions of the contract/grant agreement/cooperative agreement. Work with agency divisions to resolve issues that arise
    • Grant administration of pass-through grants, example “ARPA”
    • Enable program areas to eliminate the communication barriers and enable processes for communication, cooperation and transparency between the program areas, Financial Services and all the other entities involved in the grant process
    • Work with colleagues to monitor grant spenddown to ensure financial stewardship
    • Collaborate with agency divisions to establish “best practices” for grant management and grant monitoring as well as develop SOPs for grant management
    • Collaborate and provide training for grant management
    • Generates grants dashboards through the collaboration of all areas of financial services for effective and efficient grant monitoring
    • Will work closely with the Compliance Manager to ensure all federal and state guidelines are being met through the entire grant cycle. This will include audit readiness and closeout processes.
    • Serve as the POC for all reporting required by cross-cutting grants within the agency


    Other Duties

    Assist with other agency grant efforts, as needed, including but not limited to actively participating and/or serving in a supporting role to meet the agency’s obligation for disaster response and/or recovery.     Education and Experience

    Bachelor’s degree is required, preferably in a public health, business management, and/or related scientific field and/or administrative field of study. Applicants must have extensive experience in writing and successfully submitting competitive federal grants.

    Applicants must have at least 5-7 years of experience contributing to and monitoring federally funded grants.

    Valued Knowledge, skills and abilities

    • Excellent knowledge of grant processes and practices

    • Knowledge of grant funding policies and procedures and applicable local, state, federal laws

    • Ability to analyze budgetary line items for compliance with budget guidelines

    • Previous history of a Manager/Director Role with direct oversight of a multi-fast team.

    • Excellent analytical and problem-solving skills.

    • Ability to make administrative/procedural decisions and judgments

    • Ability to perform complex tasks and to prioritize multiple projects

    • Proposal and grant writing skills

    • Database management skills

    • Ability to communicate effectively, both orally and in writing along with visionary leadership abilities.
